Strategy Research On Improving Public Cultural Services In Da’an District Of Zigong City Under The Background Of Rural Revitalization

Industrial prosperity,ecological livability and affluent life are the external shaping of Rural Revitalization.After thousands of years of agricultural culture inheritance,traditional rural culture has always been the root and soul of China’s social and cultural system.Promoting rural cultural revitalization and realizing rural civilization is the soul of Rural Revitalization.Therefore,it is urgent to improve the ability of public cultural services reflecting the development trend of the times,promote the standardization and equalization of basic public cultural services,protect the basic cultural rights of the masses,and promote the innovation and development of traditional culture,so as to provide strong support for the realization of Rural Revitalization and the "two centenary" goal.This paper,taking zigong center the western tradition of the old industrial city combination zone between urban and rural areas as the research object,by using the theory of new public service theory and holistic governance tools,from the improvement of public cultural services is the inner demand of implementing rural revitalization,important content and vivid embodies three aspects explains the implementation of rural revitalization and improvement of public cultural services multi-dimensional fit,This paper comprehensively combs the status quo and results of public cultural services in Da ’an District,and analyzes that it is difficult to form joint force due to the fragmented administrative operation mode,the single administrative allocation leading the public cultural input,the mismatch between the construction goal and the administrative capacity,and the disconnection between the service supply and the public demand.As a result,the construction of public cultural services in Da ’an District is faced with the dilemma of insufficient overall coordination,weak foundation,lack of mechanism and insufficient effective supply.Public cultural service is directly related to the spiritual and cultural life of the people,and it is fundamental,extensive and important.Due to its government-led positioning,whether the expected goal can be achieved directly reflects the effectiveness of local government’s public service.Therefore,it has attracted great attention from the academic circle and many useful explorations have been carried out in various places.By summarizing the experience and enlightenment from the construction of "15-minute public cultural service circle" in Daoli District,Harbin City,Heilongjiang Province,the mechanism construction of farmers’ cultural council in Gongxian County,Yibin City,Sichuan Province,and the service of "cultural Jiading cloud" in Jiading District,Shanghai City,Put forward to enhance public cultural service integrity,perfect public cultural services investment channels,the innovation of public culture service mechanism,strengthen the implementation of effective supply of public cultural services,help promote zigong center construction of public cultural services out of the present predicament,broadening the country revitalization under the background of the research sphere of improving the capacity of public cultural services.
