Research On The Supply Service Of Rural Public Cultural In Pingluo County,Ningxia Under The Background Of Rural Revitalization Strategy

Rural cultural revitalization,as one of the "Five vitalizing strategies" of rural revitalization,is an indispensable part of promoting rural revitalization.To optimize the supply of rural public cultural services and improve the construction of rural public cultural services system is an important way to solve rural residents’ poor spiritual life and lack of cultural life.It is also the key to guarantee rural residents to enjoy more rich,more colorful and more high-quality spiritual and cultural life rights and interests.It is also an inevitable requirement to meet the new expectations of rural residents for a better life.In recent years,the construction of our public cultural service system has made some progress.Cultural equipment and facilities in urban and rural areas are more perfect,the team of culture-related professionals is growing,and public cultural services are more abundant.The people’s sense of cultural acquisition and sense of happiness are constantly improving.Under the background of rural revitalization,Pingluo County of Ningxia pays more attention to the supply of rural public cultural services,gradually improves public cultural service facilities,and accelerates the extension to rural areas through a series of cultural projects benefiting the people,making the construction of rural basic public cultural services enter a fast lane.But the rural public cultural service has the characteristics of"non-competitive" and "non-exclusive" of general public goods,and there is a contradiction between"oversupply" and "undersupply" in the supply.This paper investigates and analyzes the current situation of rural public cultural service supply in Pingluo County,Ningxia through literature research,questionnaire survey,interview and other research methods,and studies the supply of rural public cultural service under the background of rural revitalization by taking the theory of public goods and the theory of multi-center governance as the entry point.It is concluded that due to the characteristics of public goods,the government has become the main supplier of rural public cultural services,which leads to the homogeneity of supply content,the contradiction between supply and demand and the low supply efficiency caused by the non-participation of the supply objects.In addition,it breaks the mode of single supply subject,forms a multi-center governance pattern,enrichis the cultural supply content and improves the heterogeneity of service supply.This paper proposes countermeasures and suggestions for optimizing the supply of rural public cultural services in Pingluo County from four aspects:stimulating the active participation consciousness of the service audience,solving the contradiction between supply and demand,perfecting the system and mechanism,and improving the quality and efficiency of supply,so as to have a certain thinking collision with the county and township governments and relevant departments,better explore a supply mode in line with the local actual situation,and better promote the development of rural cultural undertakings.To provide good ideological and intellectual support for rural revitalization.
