| Rural areas bear the root and source of Chinese civilization and are the foundation of the development of modern Civilized society in China.Whether the three rural issues are solved or not is a historic topic that China cannot open at present.Since the people were the masters of their own affairs,rural areas and farmers have paid a lot and sacrificed a lot for the development of the motherland’s cities,and played a unique role in China’s social development.In order to solve the problems of agriculture,rural areas and farmers and realize the good vision of rural revitalization,it is necessary to enhance the supply capacity of public cultural services in rural areas.On February 22,2022,the latest No.1 document of the CPC Central Committee was released,in which it was pointed out that the county level coordination of basic public services should be strengthened,and the supply of basic public services should be transformed from focusing on the coverage of administrative areas of institutions to the coverage of services for permanent residents.Article 27 of the document states that:Relying on platforms such as the New Era Civilization Practice Center and county-level fusion media Center to carry out targeted publicity and education,promote and practice socialist core values,and create effective platforms for rural spiritual civilization construction.The 19 th National Congress of the Communist Party of China proposed to strengthen cultural confidence and promote cultural prosperity,which is also the request of General Secretary Xi Jinping on many occasions.The promotion of cultural soft power has been attracting much attention,and it is a subject that must be studied for the development of The Times.It should be studied not only but also well.It is necessary for national revitalization to realize rural revitalization first,and rural revitalization must start from the spiritual core of cultural revitalization.Our party and the state attach importance to the protection of rural residents’ basic public culture,which is conducive to the healthy and rapid development of rural areas,and the need to improve people’s livelihood,so that people adapt to the trend of diversified cultural needs.As a city with low economic development in Anhui province,L city’s development in rural areas can be described as the weak board in the weak board.To make up the weak board,we must start from the internal productivity.The construction of cultural spirit core is conducive to improving the internal productivity of rural residents.Based on the new public service theory,public goods theory,public cultural service equalization theory and Maslow’s hierarchy of Needs theory,this paper introduces the domestic and foreign research status quo,and constructs the main writing framework of the paper.This paper uses literature review,theoretical analysis method and comparative analysis method to analyze and study.Firstly,this paper expounds some core concepts to understand the connotation of rural cultural revitalization,basic public cultural services and rural public cultural services.Then combined with the current situation of the supply of rural public cultural services in L City,Anhui Province,analyze the existing problems,and find the following problems in the supply process: imperfect infrastructure,traditional supply mode,mismatch between content and demand,insufficient investment capital and lack of talents.In this regard,several countermeasures are put forward: first,improve the expression mechanism of rural residents’ cultural needs;2.Improve the multi-subject public culture supply mechanism;3.Strengthen the construction of public cultural service personnel;4.Optimize the investment environment for the supply of public cultural services.Figure [0] table [3] reference [68]... |
