As an important local administrative unit in the Tang Dynasty,Hezhong Prefecture was located between Chang’an and Luoyang and became an overland passage connecting the two Beijings.After the Anshi Rebellion,it became an important barrier for the central dynasty to control Hedong and Hebei.In addition to the two large salt ponds of Anyi and Jiexian,Hezhong Prefecture was of extremely important strategic significance to the Tang Dynasty.This article takes the Hezhong Prefecture as the research center,and mainly discusses the changes in the relationship between the local region and the political situation and the central policy after the Anshi Rebellion from three aspects:the abandonment of the central capital,the employment status of the official group and the Policy adjustment Hezhong Prefecture under the management of the Shuofang army.Tang Xuanzong promoted Puzhou to Hezhong Prefecture in the 9th year of Kaiyuan(721)due to the convenience of water transportation and economic development.However,due to economic costs and the turbulence of the northern situation,the Xuanzong Dynasty’s Center Capital was only built.It was abolished after six months.After the Anshi Rebellion,the important position of Hezhong Prefecture was further enhanced.From the perspective of maintaining himself and eliminating the influence of Xuanzong,Suzong adjusted the capital system of the Tang Dynasty,but did not restore the establishment of the Central Capital,but chose to reset the Hezhong Prefecture Then the Shuofang army entered the Hezhong area,and the Shuofang army’s commander’s concurrent appointment to Hezhong Prefectural magistrate made the area of Hezhong Prefecture stained with a strong color of the Shuofang army.The soldiers and local commanders in the Hezhong area have become a close interest group,and there have been many incidents of expelling central officials.The salt pond in the river was also controlled by the Shuofang army.Local forces continued to erode the management of the salt pond,and salt profit became the main source of military expenditure.At the time of Daizong,in order to avoid the harassment of Tibet,the discussion of moving the capital to Hezhongfu was raging,and finally with the balance of the power of the Tang clan and Daizong’s fear of the Shuofang army.After Dezong succeeded to the throne,by appointing central officials to establish a patrol and salt system,the influence of the Shuofang army was eliminated,and the management of the salt pond was returned to the central government,so that Hezhong Prefecture returned to the effective management of the central government.As an important area near Gyeonggi area,its officers have also become important transfer stations for officials to go out for experience,and for local officials to be promoted to the central government.Through the analysis of the migration of Hezhong prefectural,we can see the adjustment of the central government’s ruling policy to local officials after the Anshi Rebellion.The Tang dynasty deliberately shortened the term of office of local governors,and replaced military attaches with civilian officials and appointed envoys.To ensure the central government’s rule over the localities and to win over local officials,to a certain extent consolidated the central government’s rule over the Hezhong Prefecture.
