Research On Development Of Community Cultural Endowment Service From The Perspective Of Social Governance In Luohan District,Luzhou

In recent years,with the development of our society,the demand of the aged is not only limited to material satisfaction,but also increasingly prominent in spiritual and cultural needs.In the context of population aging,whether each social governance subject can realize the spiritual and cultural needs of the aged and provide cultural endowment services pertinently is related to the improvement of the quality of life of the aged and the maintenance of the dignity and rights of them.Cultural endowment is a way of providing for the aged that pays attention to spiritual needs while ensuring material conditions.Promote the construction of community cultural endowment service system is an effective means to implement the active aging policy.Taking Luohan street,Longmatan District,Luzhou City as an example,the author analyzes the problems existing in the construction of community cultural endowment service from the perspective of social governance,and tries to put forward governance countermeasures.The research shows that Luohan Street mainly has the following problems in community cultural endowment service governance.First,the government is still the main force of cultural endowment governance,the market and social organizations are not widely involved in governance,and an effective consultation and cooperation mechanism has not been formed among various first,the government is still the main force of cultural endowment governance subjects.Second,due to the lack of local laws and regulations and policy guidance documents directly related to cultural endowment services,the rights and responsibilities of multiple subjects are unclear,and the behavior of effectively participating in the governance process of cultural endowment is lack of legal norms.Third,the elderly information database has not been established,and the efficient governance model of relying on the large database for information communication and accurately linking the supply of community cultural endowment services has not been formed.Fourth,there is a lack of specialized institutions and services,and the participation of professionals in community cultural endowment governance is insufficient.Therefore,based on the advanced experience of community cultural endowment service,it is suggested to improve the deficiencies of Luohan street in community cultural endowment service from the following aspects.First,promote the participation of multiple subjects of community cultural endowment services in governance,and realize the cooperation among the government,the market,social organizations and citizens.Second,improve policies and regulations and optimize the social environment for the governance of cultural endowment services.Third,inject scientific and technological strength and improve the level of intelligent service.Fourth,cultivate professional talents and improve professional services ability.
