| The continuation and stability of culture is an important reason for the continuous development of the Chinese nation for thousands of years,and Chinese culture is the spiritual home shared by the entire Chinese nation.In recent years,public cultural services have received extensive attention from governments at all levels.The improvement of the level of public cultural services is a requirement for promoting the development of our country’s people’s livelihood in the new era,and it is also a requirement for promoting the great development and prosperity of socialist culture.However,with the rapid economic development,the contradictions in the field of public cultural services in rural areas of our country are constantly highlighted,and rural areas are in urgent need of rural revitalization and cultural revitalization.Due to the special geographical conditions and regional conditions of Tibet,nearly 70% of the population of the autonomous region lives in farming and pastoral areas,so the responsibility for the revitalization of rural culture in the Tibet autonomous region is even greater and the task is more arduous.Only when rural culture achieves real prosperity and development can the great mission of rural revitalization be truly realized.Because culture plays the role of casting the soul in rural revitalization,only by continuously improving the level of rural cultural construction can rural revitalization have a steady stream of spiritual support.The paper firstly demonstrates the internal logic of rural revitalization and public cultural services,and then outlines the current situation of public cultural services in Tibet,constructs an index system of Tibetan rural public cultural services efficiency under the rural revitalization strategy,and evaluates Tibetan farmers through the comprehensive index evaluation method.Analysis of the efficacy of public cultural services in pastoral areas.Through a large number of literature reading and the construction of an index system,(based on the input-output-effect model),an empirical analysis of the effectiveness of public cultural services in Tibet’s farming and pastoral areas is conducted.The results are as follows: 1.From the horizontal comparison results: from 2017 to 2019,the input index of public cultural services in Tibet’s farming and pastoral areas was relatively stable,while the output index was unstable.The conversion rate between input,output and effect is low.The investment in human resources and facilities is relatively stable,the participation of the public is increasing year by year,the score of capital investment is up and down,fluctuates slightly with the year,and the overall trend is on the rise,while the public cultural products fluctuate greatly.The input and output of public cultural services are unbalanced,and the ability to improve the endogenous power of rural revitalization is weak;2.From the longitudinal comparison results: the input index,output index and effect index of public cultural services in Tibet’s farming and pastoral areas are all ranked in the ranking.National front.Judging from the input index,output index,and effect index alone,the agricultural and pastoral areas in Tibet are generally at a relatively high level in the country,but there is a big gap between the effect of public cultural services—that is,the public participation score,which is the highest score of 100.Input efficiency,service efficiency and total efficiency ranked at the bottom of the country.The participation of farmers and herdsmen is low,and the original driving force for rural revitalization is insufficient.Countermeasures and suggestions: 1.Under the background of the rural revitalization strategy,the government should adhere to the main role of farmers in providing public cultural services,and adhere to the principle of gradual progress according to local conditions,and adhere to the balanced development of rural public culture;2.Optimize the input-output structure of public cultural services and enhance the endogenous development of rural revitalization.3.Improve the public participation mechanism for public cultural services and enhance the original power of the endogenous power of rural revitalization;4.Establish a public cultural service efficiency evaluation mechanism to enhance the ability to adjust the endogenous power of rural revitalization;5.Focus on cultivating and Create a public culture with Tibetan characteristics and improve the attraction level of public culture. |
