The Study On The Building Of Rural Public Cultural Services System Under The Rural Revitalization Background

In the report of the 19 th National Congress of the Communist Party of China,the implementation of the strategy of “revitalization of the countryside” clearly stated that the rural revitalization has entered the strategic level of the country.The Central Document No.1 issued subsequently continued to focus on the issue of detailed planning for the rural revitalization strategy.In September 2018,the Central Committee of the Communist Party of China and the State Council issued the "Strategic Planning for Rural Revitalization",which marked the beginning of the full implementation phase of rural revitalization.To promote the implementation of the rural revitalization strategy,we need to start from many aspects.Among them,the construction of the rural public cultural service system is an important part of rural revitalization,and its construction promotes the realization of the rural revitalization strategy.The construction of rural public cultural service system is not a new thing.It exists in the whole process of socialist construction with Chinese characteristics.Since its entry into the new era,its connotation has been further enriched.Its construction is not only of great significance for realizing rural revitalization.It also plays a major role in promoting the building of socialist culture,promoting the core values of socialism,upgrading the level of spiritual civilization in rural areas,enriching the spiritual world of the people,and building a strong socialist culture.This paper takes the rural revitalization strategy as the research background,and takes the rural public cultural service system construction as the main research content.Specifically,it is divided into the following five parts:The first part: the introduction.In this part,we first introduce the purpose and significance of this topic,and then summarize the research status of this topic,and then introduce the research ideas and research methods.Finally,the framework of this article is presented and the innovations are described.The second part : the summary of the rural public cultural service system in the context of rural revitalization.In this part,the meaning and characteristics of rural revitalization,rural public service system and rural public cultural service system are explained in detail firstly.Then the theoretical basis of this research is deeply analyzed.The third part: the historical achievements and current situation of the construction of rural public cultural service system.This part firstly sorts out the historical achievements of the construction of rural public cultural service system,and then sorts out the development status.The purpose is to grasp and understand the problems still existing in the construction of rural public cultural service system,and find a breakthrough for the problems and causes discussed below.The fourth part: Analysis of the problems and causes of the construction of rural public cultural service system.This part first points out the problems and deficiencies in the construction of rural public cultural service system.On this basis,further research and discussion on the causes of problems.Lay the foundation for the following proposed construction ideas.The fifth part: the countermeasures and suggestions for promoting the construction of rural public cultural service system under the background of rural revitalization.Based on the analysis of the problems existing in the construction of rural public cultural service system,this part systematically puts forward corresponding countermeasures and improvement measures,and proposes ideas from the aspects of government,cultural input system,cultural supply system and cultural evaluation mechanism.
