| Under the circumstance of the developing of society,economy and policy,Nanjing has been conducting experimental child social protection,to shift from the traditional child security service.In order to analyze the social protection service system of child in Nanjing,the following research raises two main questions and gives answers based on the materials of fieldwork in Nanjing communities.The questions are:what is the structure of child social protection service system,which provides the welfare,what are the connections between them?What are the contents of the child social protection system,what services does welfare providers deliver,to what extent it fulfills the need,how does the connections between them?Since the research on child social protection service system is few,the following research can be an asset of future theoretical,social policy or social work researches.The research framework of child social protection service system is turning service system into two dimensions,which are welfare providers and welfare receivers based on the Theory of Multiple Welfare and Need Theory.The welfare providers are child protection center of government and community,other assisting departments and the plight children’s families.The welfare receivers are the plight children in community.This research is based on qualitative research methods,literature,interview and observation.The researchers interviewed and observed social workers in child protection centre of the pilot community and the government,plight children and their families,and those who works in the assisting departments,then analyzed the interviews and observations based on content analysis to summarize the situation of what the welfare providers are delivering and if the welfare receivers are satisfied.This research found out that the plight children have multiple needs while the child protection centers are having multiple difficulties in different situations;the child protection service system has been preliminarily set up.The concepts of social security are developing and it is clear that whose responsibility it is.The joint of communities and social organizations improved the efficiency of protection service,but the child protection center in communities are lack abilities of providing;the child protection centers’ inefficient communication with other welfare providers leads to occasional overlapping service;The child protection center cannot fulfill the needs of welfare receivers.The abilities can be improved by supervise and the communication can be improved by confirmed evaluation and cooperation.Therefore,this research puts forward some policy suggestions:strict evaluation standard in each child protection center should be set up,the specialization in child protection center should be enhanced,and the child protection service should be offer more. |
