Research On Current Situation And Optimization Of Child Welfare System Of City Community

With the development of society and economy,the concept and value of welfare has been gradually raised.2010 was not only the first year of China's welfare,but also the first year of child welfare and family welfare,marking child and family welfare becoming the focus of national development strategy.The child welfare has increased from 'children in trouble' to all the children after the moderately inclusive policy has been put forward,which raises claims of research on children's welfare system.The current social mobility and stratification has been intensifying and family pattern has been gradually diversifying,leading the changes of residents' life style and values.Therefore,demands for welfare system in city community have been changing,including children welfare system.Current research mostly focuses on children's health care,so other field of children's welfare system,finding the problems and the reasons for the shortage,trying to put forward the optimization measures.The welfare governance theory is the theoretical basis of this study,with the availability of welfare theory and positive welfare theory as supplement.It admits that the diversification of welfare supply is the basic condition for child welfare development in urban community.On this basis,efficient cooperation in the flow of resources and welfare transportation is necessary for a variety of welfare supply and resources providers,which will lead to a good result that the community can provide the benefits of diversification,resource utilization maximization and the best interests of urban community children's welfare.Three kinds of theory together constitute the framework of the study.Taking the availability of welfare theory as a measure of the effectiveness of child welfare transportation in urban communities is an efficient way.We can get better judge of the benefits of welfare delivery results from the lack of resources,segmentation,discontinuity,irresponsible and non availability of the five aspects of the analysis.These five aspects make the analysis measures.In addition,taking the positive welfare theory as the content supplement and optimize suggestion of the child welfare conveying,I suggest that we should improve the child welfare content in urban community from the dominant and the recessive aspect.Therefore,we can improve the level of child welfare in urban community and the degree of diversification of child welfare content and promote the physical and mental health of children in urban communities in the long-term run,so that the effect of child welfare can be much stronger and deeper.By taking part in a month long 'summer 1+1 happy school' activities in X community of Kunshan city,I have got the supply and demand situation of children's welfare of X community,and known about how children and their parents feel about the child welfare and what they expect from the community child welfare in the X community.After the 'summer 1+1 happy school'activities,I have found that not only the children but their parents have great demand about children welfare in community,especially demand for education and entertainment.For example,primary school children have homework which needs parents' tutoring,but many parents are too busy to help their children,and they are often on work when their child return home,which makes many parents have the demand about tutoring their children and take an eye on them to make sure they are safe and can do their homework carefully.Combined with the theoretical framework,it shows that children's welfare pluralism degree is not that high and the welfare subject does not form a benign interaction and welfare services is not diversified.The community has some children welfare including children welfare facilities and service.However,most children welfare services are lectures about children safety and general knowledge on law and so on,which is beneficial but not attractive enough to get children's interests.This situation makes us think about how we can provide children with interesting welfare activities and services so that they can get knowledge and pleasure to help them grow up better.To solve these problems,the government should promote children's welfare values,improve children's welfare system,increase community children's welfare suppliers and advocate the development of social organization.We also should reduce the administrative tendency in the supply of children's welfare and establish an effective channel for residents to participate in community construction,and expand community participation.Besides,the government should encourage the development of social work organization,and promote their skills on providing professional services so that they can help the government to give children better welfare service in community,and help them get more benefits and less hurt while their childhood.We hope these proposals can make reference to improve child welfare system of the urban community,and provide reference for the development of other cities on the community children's welfare system in the long term run,which are also many parents and children's expectations.
