Since the reform and opening up,China’s manufacturing exports have expanded rapidly, with an average annual growth rate of 15.12%,exceeding the average annual growth rate of total export trade. From "China’s innovation and development strategy"and" Made-in-China 2025",we can conform that the importance of intellectual property protection is increasingly prominent. As an important measure for China, strengthening the protection of intellectual property rights can improve China’s economic competitiveness.Under this background, this paper focus on the relationship between intellectual property protection and the export of China’s Manufacturing Industry verifies the effect of intellectual property protection on the export of China’s Manufacturing Industry and the transmission mechanism by theoretical and empirical analysis. Then,so as to further explore the industrial and regional differences in the impact of intellectual property protection on manufacturing exports, this paper classifies manufacturing industries into industries and regions. This paper calculates the actual Intellectual Property Protection Intensity in China and 30 provinces, uses the export data of manufacturing industry and its sub-sectors from 2001 to 2017 for empirical research, and tests the transmission mechanism. The results show that:(1)At the national level, strengthening the protection of intellectual property rights play a significant role in promoting the export of manufacturing industry;(2)The results of sub-industry regression show that strengthening the protection of intellectual property rights can significantly promote the export of industries with different factor-intensive degrees, and the impact on the export of technology-intensive industries is the greatest;(3)The results of regional regression show that strengthening the protection of intellectual property rights has a significant promoting effect on the export of manufacturing industry in the eastern region, but not on the others;(4)Inspection results show that technological innovation and foreign direct investment have intermediary effects on the impact of intellectual property protection on manufacturing exports, and the transmission mechanism of intellectual property exists.Lastly, based on theoretical and empirical research, this paper puts forward policy suggestions for the protection of intellectual property rights in China to the national, zone and enterprise perspectives:(1)The state should improve the legislation and enforcement of intellectual property rights and reasonably guide the direction of foreign investment;(2)The region should reasonably protect intellectual property rights in accordance with the actual situation and prevent the negative effects of intellectual property protection;(3)The enterprises should raise awareness of intellectual property protection and increase investment in R&D.
