| As a knowledge-and technology-intensive industry,the high-tech industry has played a very important role in promoting the adjustment of the industrial structure of a country and the promotion of the status of the global value chain.Since the accession to the WTO,China’s high-tech industry export trade has achieved remarkable achievements.In the 22 years from 1996 to 2017,the export volume has increased by 32 times.However,the expansion of the scale of export trade does not mean an increase in the export sophistication.Compared with developed countries such as Germany and Japan,China’s high-tech industry is lagging behind in export sophistication level and lacking knowledge capital accumulation.China’s high-tech industry still participates in global value chain production through labor-intensive production processes such as processing and assembly,and is in the low end position of the value chain.In order to realize the transformation from high-tech industry "exporting country" to "exporting power" and enhance international competitiveness,China must improve China’s high-tech industry export sophistication level.The intellectual property protection system is a choice that a country has weighed in the dilemma of encouraging internal independent innovation and absorbing external technology spillovers and it has an important impact on a country’s export sophistication level which may promote the improvement of export sophistication level and may also inhibit the improvement of export sophistication level.The establishment of an intellectual property protection system,on the one hand,it provides support for the disclosure and exchange of technological innovation achievements,effectively combats violations of intellectual property rights such as illegal use and plagiarism,effectively safeguards the legitimate rights and interests of technological innovators,stimulates the continuous generation of independent innovation behavior,and attracts more better quality foreign technology inflows,and promotes the upgrading of China’s export sophistication by absorbing external technology spills;On the other hand,it may lead to technological innovators over-reliance on intellectual property protection,lack of independent innovation,and may also increase the cost of imitation which is not conducive to absorbing foreign advanced technology spillovers,and to some extent hinder the improvement of export sophistication.Then,how will the intellectual property protection affect the export sophistication of China’s high-tech industries?Based on this,this paper starts with internal independent innovation and external technology spillovers,explores the direction,mechanism and conduction path of intellectual property protection on China’s high-tech industry export technology level,and uses China’s high-tech industry 1996-2016 data constructing regression model to process empirical testing.This paper adopts the basic methods of normative analysis and empirical analysis,and uses various research methods such as theoretical analysis,literature analysis,statistical analysis,comparative analysis,and econometric analysis to explore the impact of intellectual property protection on the export technology level of China’s high-tech industries.The main contents are as follows:The first chapter is the introduction,which mainly expounds the research background and significance of this paper,sorts out relevant literature at home and abroad.The content and methods of this paper and the possible innovations and deficiencies are introduced.The second chapter is related concepts and theoretical foundations.Firstly,the concept of high-tech industry to be studied in this paper is clarified,and then its specific scope is defined.Finally,the related classical economic theories are summarized,which are product life cycle theory and new economic growth theory,new trade theory and industrial organization theory.The third chapter is the status quo of China’s high-tech industry export technology and intellectual property protection.Firstly,it analyzes the status quo of China’s high-tech industry’s overall export technology level,and conducts international comparison.On this basis,it further explores its export technology composition and finds Although the overall export technology level of China’s high-tech industries has been greatly improved,there is still a large gap compared with other sample countries,and the products with higher export technology levels account for a smaller share of exports.Then,from the perspective of high-tech industry segmentation industry,the differences in export technology levels of various sub-sectors were explored,and their international status was analyzed.It was found that the international rankings of chemical manufacturing,spacecraft manufacturing and other industries all showed different degrees of rise,while radio and television The international rankings of equipment manufacturing,electronic device manufacturing and other industries have declined to varying degrees.Finally,it analyzes the status quo of intellectual property protection in the high-tech industry as a whole and in the sub-sectors,and finds that the overall intellectual property protection intensity of high-tech industries has increased year by year,but there are still major differences among various industries.The fourth chapter is the theoretical analysis of the impact of intellectual property protection on the export sophistication of China’s high-tech industry.It starts from the two aspects of internal independent innovation and external technology spillovers,and deeply explores the direction of influence,mechanism of action and conduction path of intellectual property protection on the export sophistication level of China’s high-tech industries.It is found that intellectual property protection may have a positive impact on China’s high-tech industry export sophistication level,and may also have a negative impact,which needs further verification while other control variables have a positive impact on the export sophistication.The fifth chapter is the empirical test of the impact of intellectual property protection on the export technology level of China’s high-tech industry.According to the theoretical analysis of Chapter 4,select appropriate indicators,construct an econometric model for empirical testing,and analyze the regression results.The empirical results show that Intellectual property protection and other control variables have a significant positive impact on the level of China’s high-tech industry export technology,and the regression results are robust.The sixth chapter is the research conclusions and policy recommendations,summarizes the research results of this paper,and puts forward reasonable policy recommendations on this basis.The possible innovations of this paper are as follows:First,the intellectual property protection is included in the analysis framework as a core variable,and exploring the direction and mechanism of the impact of intellectual property protection on the export sophistication of China’s high-tech industries from the perspectives of independent innovation and external technology spillovers.Second,using a country’s intellectual property protection intensity and industry patent intensity cross-term to build industry intellectual property protection intensity indicators to eliminate the impact of industry gaps,more accurately measure the intellectual property protection intensity of high-tech industries.The shortcomings of this paper are as follows:First,when measuring the technical complexity of China’s high-tech,the impact of imported intermediate products is not removed;second,because some data are not available,financial development,infrastructure and other possible factors are not incorporated into the scope of the study. |
