Research On The Mediation Mechanism Of Community Police Partcipation In Civil Disputes From The Perspective Of Holistic Governance

At present,our country is in a period of transformation from traditional society to large data society,and the social contradiction of the people has been transformed into the contradiction between the growing demands of the people’s better life and the development of the imbalanced and inadequate material economy,which shows that the disputes among the people are increasingly diversified,complex and group.The pressure from various organs to mediate disputes and maintain social stability and unity is increasing.The theory of holistic governance has gradually become the mainstream of government governance under the background of big data and information age.With the help of the holistic theory to resolve the contradictions among the people,it is a response to the call of the Central Committee of the Communist Party of China on the innovation of the system of socialgovernance.It emphasizes the promotion of the work of innovative effective prevention and dissolving of the social contradiction system,the solution and prevention of the contradictions among the people in the community scope,and the full play of the role of the large mediation mechanism at the grass-roots level.In response to the demands of the people,through the means of coordination and integration,with the advantage of the information technology large data platform,the fragmented work of mediation disputes in various institutions is organically coordinated and integrated to create a seamless and non separate large mediation platform.Specific to the mediation work of the community police,it is to make up the loopholes in the system to bring the community police into the mediation body of the large mediation platform,to improve the settlement mechanism of the community residents’ disputes,and to provide the people with a large and seamless large mediation platform for civil disputes.The introduction part of this paper mainly introduces the background,value and significance of the topic,introduces the research ideas and methods,combs the literature of the holistic governance theory and the practical experience of dispute mediation,and evaluates the difficulties of the innovation and composition of this article.The second chapter mainly combs the connotation of the theory of holistic governance,the background of thetimes,the differences between the theory of Holistic Governance and the theory of new public management and the core views.The third chapter,starting from the platform mechanism of community civil police mediation,discusses the dilemma of community policemen’s participation in civil dispute mediation,and draws the inspiration of the holistic governance theory to draw a conclusion that the community police mediation disputes and the large mediation platform conform to the holistic governance schema.The fourth chapter takes the case of Shanghai M town police station as the research material,and studies the difficulties and mechanisms of community police mediation,lack of cooperation,lack of responsibility and training.The fifth chapter,guided by the theory of holistic governance,aims at the cooperation between the community police and the large mediation platform,and puts forward the suggestions and Countermeasures on the system and personnel.
