Study On The Governmental Behavior In The Development Of Farmers’ Professional Cooperatives In Taigu District

At present,in the tide of economic globalization,farmers’ professional cooperatives have been developing all over the world.The development of specialized farmer cooperatives cannot be separated from the full play of the functions of the government.In 2007,the law of the People’s Republic of China on farmers’ professional cooperatives was formally promulgated and implemented,which made the legal status of farmers’ professional cooperatives clear.The development of cooperatives at home and abroad shows that government behavior plays an important role in the establishment,operation and development of farmers’ professional cooperatives.Taigu District,as a large traditional agricultural county,was established as a pilot project for improving the quality of cooperatives throughout the county,especially at the end of2019.Therefore,it is of practical significance to regulate the development of farmers’ professional cooperatives by continuously standardizing and clarifying government behaviors.Firstly,the paper combed the domestic and foreign development of farmer cooperatives in the studies of the role of the government,up about the relationship between the government and the farmers’ professional cooperatives,helping farmers’ professional cooperatives development measures as well as the necessity of government behavior point of view,at the same time,the relevant concept of farmers’ professional cooperatives,the government behavior are expounded briefly,for the following analysis to lay the theoretical foundation;Secondly,according to the actual situation of the development of farmer’s professional cooperatives in Taigu District,this paper analyzes the government’s guidance,support and service behavior of the local government in the development of farmer’s professional cooperatives,summarizes the government’s measures to promote the development of farmer’s professional cooperatives,the existing problems and the causes of the problems,and provides a factual basis for the following optimization measures.Thirdly,according to the actual situation of Taigu District,we should strengthen the guidance of the standardization of cooperatives and improve the rules and regulations.We will increase fiscal,tax,financial,and talent support.Three aspects are put forward to improve the efficiency of Taigu District’s government behavior in the development of farmers’ professional cooperatives.In the process of the development of Taigu District farmer’s professional cooperatives,the behavior of the local government has a far-reaching impact on the development of the cooperatives.
