Study On The Effectiveness Of City And County Coordinated Inspections

Since the 18 th National Congress of the CPC,the Party Central Committee with Comrade Xi Jinping has attached great importance to inspections,taking inspections as a strategic institutional arrangement to strengthen intra-party supervision,incorporating it into the overall strict administration of the party,and exploring an effective way to achieve party self-purification.City and County inspections,as an important part of improving the inspection strategic pattern,are in a fundamental position in the inspection and supervision system,and are a major measure to promote the extension of strict rule over the party to the grassroots.Promoting in-depth inspection work in the new era,effectively strengthening the supervision of party organizations and party leaders at all levels,and addressing the prominent issues reflected by the masses of the people which erode the party’s governing foundation,all the above is of great and far-reaching significance to enhance the party’s ability to govern,to strengthen the party’s governing foundation,and to consolidate the party’s governing.In order to conscientiously implement the spirit of the 19 th National Congress of the Communist Party of China,rule the Party strictly in all its aspects,deepen the development of the party,and effectively break the bottlenecks such as nepotism that restrict the development of city and county,Shanxi Provincial Party Committee has explored ruling way of City and County coordinated inspections.This paper uses the methods of literature research,case analysis,and interviews comprehensively.First,sort out the relevant theoretical foundations such as the theory of inner-party supervision and the theory of power constraints.It proposes the connotations of inspections and coordinated inspections.Secondly,based on the development of the coordinated inspection work in county W,this paper discusses the effectiveness,deficiencies,and causes of the coordinated inspection work in current cities and counties.The author proposes four aspects to improve the effectiveness of the coordinated inspection work in cities and counties,the countermeasures and suggestions mainly including: strengthening the top-level design,and improve the institutional system;selecting the best and strong teams,and strengthen incentive supervision for them;improving comprehensive ability,innovating ways and methods;strengthening the responsibility,and using the results comprehensively.
