In recent years,the express industry has played a positive role in reducing circulation costs,in promoting the development of online trading market,and increasing employment and other aspects,increasingly integrated into people’s daily production and life.Although the scale and quantity of China’s express service business is very large,but the quality and level is still in a primary stage,there are many problems,such as the problem of express safety,express service quality and so on.The emergence of these problems,on the one hand,the express service as an emerging industry,its development time is very short,its foundation is relatively weak,and on the other hand,the express service also objectively reflects the government in the rapid development process of the express industry,because of the lack of standard guidance,supervision is not in place and other aspects of the problems and deficiencies.Therefore,through the research on the government supervision of express service,this paper explores the government supervision system,mechanism,supervision means and methods that are suitable for China’s national conditions,so as to better promote the express industry a sustained and healthy development,to meet the people’s demand for express service Based on a brief introduction of the development of express service,this paper takes Shandong postal management system,the legal government regulatory agency of express service in Shandong Province,as an example,deeply analyzes the challenges and difficulties faced by the regulatory authorities,and absorb the effective practices and successful experience of domestic and foreign industry supervision,combined with the relevant knowledge of governance theory,puts forward targeted countermeasures and suggestions,for improving the quality and efficiency of government supervision of express delivery services as a positive role.The author sorted out the relevant information,summarized and analyzed the relevant data,conducted in-depth research and interviews at the grass-roots level,and understood the demands of different participants in the express service market,such as express supervision departments,express enterprises,express associations and express users.Firstly,the author briefly described the research status of Express service supervision and some basic concepts of express service,Then,it summarizes the express service development of Shandong Province and the current situation of postal management system supervision in Shandong,On this basis,through the comprehensive interview information and other relevant case data,this paper points out the main problems in the field of express service supervision,and makes analysis and judgment on the possible causes of these problems.Finally,through the effective use of public management theories such as government supervision and collaborative governance from the perspective of governance theory,combined with successful governance practices at home and abroad,this paper explores and puts forward feasible countermeasures and suggestions from the aspects of enriching regulatory means,enriching regulatory power,improving laws and regulations and giving full play to social supervision power,We should deal with the relationship between various participants of express service,constantly strengthen and improve the "governance" ability,and promote the sustained and healthy prosperity of express industry.
