Multilateral diplomacy is one of the strategic options for coordinating multinational relations, optimizing the external environment of a country, and promoting its own development. This is particularly important for developing countries. On the one hand, for most developing countries, multilateral diplomacy has expanded more space for international activities, provided more voice in international affairs, and strengthened exchanges and coordination with other countries, especially the world’s major powers. At the same time,it has also expanded its influence in international affairs. On the other hand, the expansion of international influence is to a certain extent far less important than maintaining its own security and promoting economic development.Multilateralism,in addition to optimizing the external environment of its own country and providing a platform for dialogue with developed countries or stakeholders,is more involved.Multilateral organizations, especially those with countries facing common or similar problems,to establish new international organizations are regarded as effective means to achieve common goals and deal with common threats.Among them, economic multilateral organizations and security multilateral organizations are particularly effective. For Indonesia, the natural advantages of being located in two continents, two oceans, and the world ’s largest ocean island nation, such as its ocean attributes, have enhanced its national power and attracted the attention of world powers. The external environment, especially the Asia-Pacific region Changes in the power structure directly challenge the wisdom of Indonesian leaders in their foreign strategic choices. For extraterritorial powers, the increase in power that accompanies the growth of Indonesia’s own national strength is undoubtedly more attractive.Maintaining friendly relations or even establishing alliances with Indonesia will undoubtedly strengthen its power. In recent years, the United States has returned to the Asia-Pacific region and the "Indo-Pacific strategy" proposed thereafter has the intention to reshape the Asia-Pacific power structure.Indonesia,an important country in the Asia-Pacific region, cannot completely stay out of this strategy. The objective challenges of the Asia-Pacific system,as well as the competition of foreign countries such as Japan and India in the Asia-Pacific region and their subjective perception based on this objective status quo are important foundations for the deepening and continuation of Indonesia’s multilateral diplomacy, coupled with the objective needs of Indonesia’s domestic political and economic development and Maintaining and expanding its political and economic influence in ASEAN and the world has provided ample soil for the Indonesian government to advance its multilateralist strategy.ASEAN is one of the most dynamic multilateral organizations in the Asia-Pacific region in the 21st century. As a major power in Southeast Asia,Indonesia dominates ASEAN’s agenda through its influence and relative strength. It not only shapes and maintains its status as a leader within ASEAN,but also promotes the interaction between ASEAN and extraterritorial powers.A series of new mechanisms have been developed day by day, thus giving ASEAN a clear pan-Asian brand. This has not only expanded Indonesia’s external choices and optimized Indonesia’s external environment, but also expanded Indonesia ’s regional and international influence, bringing Indonesian More development opportunities. As a result,ASEAN has given Indonesia a characteristic of multilateral diplomacy, namely, the implementation of foreign multilateralism diplomacy based on the ASEAN regional organization, which together with Indonesia’s active participation or personally leading certain regional or international organizations safeguards Indonesia’s national interests and expansion. And deepen its influence in the region and internationally.
