Research On Innovation Of Comprehensive Law Enforcement In Yinchuan In The New Era

In 2017,General Secretary Xi Jinping pointed out that "socialism with Chinese characteristics has entered a new era" in the nineteen major reports of the party.It made scientific judgments from the overall and long-term perspective of China’s party and State Development and opened a new journey of modernization of China’s governance system and governance capability.In the new era,the fundamental changes in China’s major social contradictions put forward new requirements for the country’s ability of public governance,As an innovation of administrative law enforcement system based on China’s national conditions and actual needs,comprehensive law enforcement is not only an important measure to deepen the reform of administrative system,but also an effective way to improve the ability of public governance.Since the party’s the third Plenary Session of the 18th CPC Central Committee clarified the strategic objective of deepening reform,the Central Committee of the CPC,with the core of Comrade Xi Jinping as the core,has formed the concept of administrative law enforcement with the characteristics of the new era in the practice of comprehensively deepening the reform.Starting from the height of promoting the modernization of the national governance system and governance capacity,we should deepen the reform of the administrative law enforcement system as an important task.After years of exploration and practice,the CPC Central Committee has reconstructed the organizational structure and management system of the party and the state systematically and holistically,and has initially established a comprehensive urban law enforcement system framework to meet the requirements of the new era.At present,the comprehensive law enforcement reform of Yinchuan city has entered a critical period and a deep-water area.There are still outstanding problems in the comprehensive law enforcement work,such as the failure to effectively play the core functions,the lack of detailed standards for discretionary exercise,the pending identity of law enforcement personnel,the increasing fragmentation of internal management,the difficulty of "seamless docking" between departments,and the insufficient capacity of law enforcement teams.In order to deepen the reform of comprehensive law enforcement at a new historical starting point,we need to constantly improve the level of refinement of administrative law enforcement.As a grass-roots comprehensive law enforcement personnel,based on the theory of Holistic Governance and refined management,using the research methods of literature analysis,qualitative analysis,investigation and research,the author deeply analyzes the main causes of the current problems in Yinchuan’s comprehensive law enforcement work,including the lag in the transformation of law enforcement concept,the poor guarantee of supporting measures,the imperfect operation mechanism of law enforcement,the law enforcement team Backward construction level,etc.Based on the analysis of the reasons,this paper puts forward the innovative countermeasures and suggestions for the comprehensive law enforcement work from the aspects of changing the law enforcement concept,strengthening the policy guarantee,establishing the efficient operation mechanism and strengthening the team construction,which have important theoretical value and present value for consolidating the reform achievements,optimizing the functional allocation,improving the law enforcement efficiency and constructing the administrative law enforcement system with complete system,scientific standard and efficient operation Real meaning.
