With the continuous deepening of the reform of the urban street management system,the management focus has moved downward,the power has been decentralized,and the power has sunk,forming a work direction to solve problems on the front line.The community neighborhood committees have undertaken more and more work content and tasks to work for the community.Staff "burden reduction" has become a key issue in the process of social governance.The report of the Nineteenth National Congress of the Communist Party of China pointed out that it is necessary to strengthen the construction of the community governance system,push the focus of social governance down to the grassroots level,play the role of social organization,and realize the benign interaction between government governance and social regulation and residents’ autonomy.Therefore,in order to strengthen and improve street work and build a super-large city governance system with capital characteristics,the "Beijing People’s Government’s Opinions on Strengthening Street Work in the New Era" pointed out that it is necessary to vigorously develop volunteer service teams and train community members,youth members and residents Representatives,dean of the door,retired cadres,etc.as the main force of the main body,to play the active role of volunteer service in grassroots governance.In the development of community activities,in the decision-making of community affairs,and in the implementation of service projects,there is a need for the participation of community capable people.Community participation,as part of community construction,provides inexhaustible spiritual power for community development.Therefore,how to cultivate community resident leaders and how to exert the influence of community resident leaders in community participation has become a key issue in community construction.Under the paradigm of qualitative research,this study,from the perspective of leadership theory,took resident leaders from two communities in Beijing B and S as research objects,conducted in-depth interviews with community resident leaders and institutional social workers to obtain first-hand information And analyze it.The research conducted an in-depth analysis on five aspects: the characteristics of resident leaders,the generation methods of resident leaders,the growth stage of resident leaders,the growth changes of resident leaders and the influencing factors.The study found that community resident leaders follow a specific process model during the growth process,and sum up the specific experience of establishing a team guarantee mechanism,attaching importance to leader capacity building,tapping the community resident backbone,establishing a team core team,and providing opportunities to meet challenges.Finally,this paper puts forward corresponding suggestions from the policy and practice aspects to study the practical problems encountered in the growth process of resident leaders.
