Research On The Conflict Between "Birth" And "Promotion" Of Young Women In Public Institutions Under The "Universal Two-child" Policy

Abstract/Summary:
In January 2016,the "decision of the CPC central committee and the state council on implementing the comprehensive two-child policy reform and improving family planning service management" released the "universal two-child policy",but the fact is that the number of new population and birth rate did not explode,but continued to decline.The most direct cause of this phenomenon is the decline of the fertility intention of the contemporary women.As industry rising authority institution of young women compared with women from other professions,job promotion channels with high stability,so as a relatively special group,they are facing the "raw" conflict "rose" is more apparent: on the one hand,the women are received a good education,free and independent thought ambition;However,on the other hand,due to the pressure of family and their own considerations,they are frustrated when faced with the rare promotion opportunity,and having a second child or promotion has become the most difficult choice for them.Therefore,this study selected from 15 young women in government institutions as the research object,according to the theory of maslow’s hierarchy of needs and the work-family conflict theory as a reference theory,using the depth interview,semi-structured case research method,collecting contemporary young female fertility,agencies and institutions cause conflict situation firsthand material,after the text data encoded to analysis the influence factors of the conflict,at the same time show that under the circumstances of national policy,as the young female career rise when facing tough choices of inner upset,helpless and forced to compromise the psychological condition.Through semi-structured individual interviews found that as the generalization of recruitment agencies and institutions,more and more female college students choose after graduation into the stable work in government institutions,and "comprehensive two children" policy after let go of the time also happens to be a lot of 70,after 80 young female career development,resulting in a growing number of women facing birth two children and promotion job conflict,and through the analysis of the interview text found that respondents were mainly has chosen "raw" abandon "l" and "l" abandoned "raw" two coping strategies;And conflict were the main influencing factors: social support level(the conditions of working women and her husband unit of maternity leave,public service support in China,the traditional gender system and the marxist "two kinds of production"),the level of family support,family support,family economic status),personal values,level of self-consciousness(female).After analyzing the reasons,the author came up with several new thinking directions after communicating with the interviewees.For example,how busy and tired are grass-roots organs and public institutions compared with the public impression of being idle and working from nine to five? The state "wants" people,but some families who already have one child prefer a son who can carry on the family line? What do mothers born under the background of "family planning" think about the second child? The traditional Chinese idea of "more children,more happiness" and "raising children for old age" hope in reality can really be fulfilled? Some respondents said they wanted to have a second child because they wanted a partner,but was the child really lonely? Through in-depth interviews with 15 respondents text mining,to a certain extent,reflects the national policy through vigorous implementation to individuals but a series of problems,which further reflects the macro background of contemporary Chinese young female individual’s real existence,which could cause people to the depth of the national implementation of the "two children" comprehensive policy thinking.
