Influencing Factors And Promotion Strategies Of Female Workers’ Fertility Desire Under The Three Child Policy

On May 31,2021,the Communist Party of China further optimized its fertility policy and implemented the three-child policy and supporting support measures in order to actively respond to the aging population.The implementation of the three-child policy will bring more family and career pressure for working women,also bring more expensive hiring costs for companies,leading to employment discrimination,which causes a continuous low willingness of working women to have children.Therefore,we look at the needs of working women and propose corresponding policies and recommendations to increase working women’s fertility willingness.This paper analyzes the main factors affecting the fertility intention of working women at the personal,family and career development levels through questionnaires and in-depth interviews with working women in G city.The results of the analysis show that age negatively affects the fertility intention of professional women in the career;family factors positively affect the fertility intention in terms of monthly family income and positively affect the fertility intention when there are others to help with child care.From the analysis of the interviews,we found that the interviewed career women believed that continuing to have children would have some impact on their career and development.Their overall satisfaction with the maternity insurance system,child rearing and care,child education,and medical insurance was average.In order to comprehensively improve career women’s willingness to have children,this paper proposes the following enhancement strategies:establishing a new fertility culture;improving maternity welfare protection;improving the public service system;improving the legal and regulatory system;and promoting a dynamic balance between work and family.
