“Employment is the best guarantee” is a recognized principle of social security.For the disabled,employment is not only a necessary means of obtaining income,maintaining survival,but also an important way for disabled people to integrate into society and obtain the same rights as healthy people.People with disabilities,like ordinary people,should enjoy various rights and interests as equal members of society.At present,the employment situation of disabled persons is not optimistic.The total employment of disabled persons is low and unstable,the employment rate is not high,and economic income is difficult to survive.It also reflects the existence of certain problems and loopholes in the employment security of disabled persons.The proportion of employment is low,the lack of support from other social subjects,the contradiction between supply and demand of employment allocation and demand,and the imperfect employment service mechanism.The problem arises mainly because of the lack of laws and policies in the government,and the lack of financial input in the employment of disabled people.At the same time,due to the lack of physical,psychological and cultural qualities of the disabled,their ability to be employed is constrained.In the face of the new economic normality and inherent discrimination and exclusion,the issue of employment security for the disabled is further complicated.Through the research on the employment security of disabled people in Japan and the United States,we have found some useful lessons.Positive welfare emphasizes the diversification of responsible subjects.The solution to the problem of employment for disabled people in China should be solved from the perspective of government,society and individuals.The government should provide legal and policy support and increase financial input to ensure the provision of employment services.Enterprises should update the concept of employing people.Actively implement proportional employment and provide more suitable jobs for the disabled.Individuals should establish a positive and enterprising employment concept and strive to improve their employability to ensure the improvement of employment security for the disabled.This paper takes the disabled as the research object and the employment security of the disabled as the research content.From the perspective of positive welfare,it analyzes the employment situation of the disabled and the problems of employment security,and draws on the advanced experience of foreign countries to propose targeted countermeasures.To provide a reference for the improvement of employment security for the disabled and the improvement of the employment situation of the disabled.
