Employment is the most basic livelihood,and promoting the employment of disabled persons is an important way to help disabled people increase their income,integrate into society,and realize their life values and dreams.Under the background of frequent global epidemics,the overall employment situation in society is grim,and the employment pressure of disabled people is even greater.At present,the number of certified disabled persons in Huai’an City has reached 106819,of which 60231 are physical disabilities,the highest proportion of all the disability types,accounting for 56.39% of the total number of disabled persons in the city.There are 28,592 persons with certified physical disabilities in the employment age,of which 14204 persons have been employed,with an employment rate of49.68%.More than half of the persons with physical disabilities at the employment age are not employed.Therefore,it is necessary to further improve the employment security situation of physical disabilities in Huai ’an City.This paper comprehensively uses the service-oriented government theory,the new public service theory,the responsible government theory,the literature research method,the field research method,the interview method,and finds that there are the following problems in the employment security of the physically disabled in Huai ’an city:inadequate implementation of proportional employment,imperfect construction and maintenance of barrier-free facilities,insufficient rehabilitation treatment guarantee for disabled persons,and lack of education and training for disabled persons.This paper consists of five chapters,firstly introducing the background and significance of the this paper,expounding the related concepts and theoretical basis of employment security for the physically disabled,Secondly,through field investigation and interview,this paper obtains the basic situation of the employment of the physically disabled in Huai ’an city,summarizes the measures taken at present,analyzes the achievements and existing problems and caused of the employment security of the physically disabled in Huai ’an City.On this basis,by drawing from the experience of other areas at home and abroad similar to the basic situation of Huai’an City,it is found that the measures of vigorously promoting proportional employment,promoting new forms of online employment,strengthening the employment support system for the disabled,and developing the vocational ability of the disabled have a certain role in promoting the government’s support for the employment of the disabled.Finally,combined with the situation of Huaian city and other advanced measures at home and abroad,the employment security of the disabled in Huai’an City is further improved by strengthening the implementation of proportional employment policies and the foundation of employment security,improving the ability to guarantee employment services for the physically disabled,improving the construction of the rehabilitation service system for the physically disabled,and strengthening education and training support for the physically disabled.
