The Research Of The Management System Of The Community Correction-Taken Yanjiang, Ziyang For Example

As execution socialization,the development trend of the theory research of the community correction and its system design, have been gone to mature. After ten year’s experimental test, the community correction of my country has grown out of nothing. Especially,the revising of the interrelated articles of the Criminal Law Amendment(8) and Criminal Procedure law, marked to the formal establishment of the community system in our country, changing the situation of lawless in a long time, the measures for the implementation of community correction run officially on 1st March,2012.The effective working system and correction ways which were formed in pilot stage were kept as the standard and base of community correction working.But it also bring to a further discussion about the management model and system design. At present, we have established a community correction management model which is taken as main body by administrative organization of justice. But there are still some queries to this management model in academic world. It holds that an administration department which is lack of law-enforcement power is easy to appear certain gap from ideal on functional location and correction ability.Meanwhile, our community correction have not special legislation and there also being blankness in specific provision. So it is necessary to analysis the existing parameter of community correction working mechanism for tamping the foundation of perfect correction system.On the other hand, the development of the community correction has different rate of advance.Being community correction put into trial without further demonstration,short of time and huge differences, there being lots of problems are difficult to solve. Compare to the administrative organization above the city level, the administrative organizations of County level are easier limited on fighting for resource distributing and usage.It affects the real effect of the community correction. So the research of community correction of the administrative organization County level should tight coupling with local fact. Basing on the community correction at home and abroad,theory and practice, and also field study, it mainly states the working mechanism of community correction, and introduces some creative ways in working and analysis the key problem being in working and combining available resource proposes feasible improvement measures.This article is aim at supplying more reasonable working scheme for community correction working by the researching of working mechanism of Yanjiang.
