Study On Administrative Law Enforcement Of Tobacco Monopoly Bureau Of M County In Heilongjiang Province

Chinese tobacco industry enterprises have long maintained the status of "China’s first taxpayer" and are an extremely important part of our national economy.In 2018,the tobacco industry realized a total of 115.56 billion yuan in industrial and commercial taxes,ranking first in all industries.It has greatly improved the market management level of the tobacco industry and has made great contributions in raising national taxes,cracking down on illegal and criminal acts in the tobacco market and improving the standardization of the tobacco market.However,with the large rapid development of the market economy,the cigarette market is undergoing unprecedented drastic changes.At the same time,the corresponding administrative enforcement of tobacco monopoly has also encountered many difficulties.Therefore,how to solve the existing problems and carry out a more perfect law enforcement reform of tobacco monopoly administration is extremely urgent.This paper takes the administrative enforcement of the tobacco monopoly bureau of m county in Heilongjiang province as an example to carry out research.based on the relevant experience of the administrative enforcement departments of the tobacco monopoly bureau of m county in Heilongjiang province,starting from the current administrative enforcement situation of the tobacco monopoly bureau of m county in Heilongjiang province,a relatively complete administrative enforcement system is formed by establishing corresponding administrative enforcement modules to solve the difficult problems faced by the grass-roots tobacco monopoly administrative enforcement,and a series of follow-up safeguard measures are proposed.In order to better serve the operation of the tobacco monopoly administrative law enforcement system in M County,to guide practice with theory and to deeply analyze the root causes of the problem,it is conducive to the sound development of the tobacco industry and to ensure that the property safety of the country and consumers will not be violated.
