Study On The Problems And Countermeasures Of Tobacco Monopoly Administration Law Enforcement In C City

In China,the tobacco industry,as a large taxpayer,has made positive contributions to the rapid growth of national economy and the maintenance of social harmony and stability.At present,the law enforcement of tobacco monopoly administration is an important means to regulate the operation order of cigarette market.Through the form of national legislation,it severely strikes illegal acts such as manufacturing and selling counterfeit and shoddy cigarettes,smuggling cigarettes and so on,and maintains the normal operation order of cigarette market.However,with the promotion of administration by law in China and the gradual enhancement of public awareness of safeguarding rights,some problems have been exposed in tobacco administrative law enforcement.Some tobacco administrative law enforcement units have prominent nonfeasance and disorderly behavior,and the chaotic situation of tobacco law enforcement has caused social concern and seriously damaged the law enforcement image of the industry.By selecting the Tobacco Monopoly Bureau in C City as a case,this paper explores the tobacco law enforcement.In recent years,which have gained many achievements in the tobacco monopoly law enforcement,but under the new situation and new tasks to adapt to the current there are still many shortcomings,for example,tobacco monopoly needs to improve laws and regulations,tobacco monopoly administration law enforcement efficiency is not high,the law enforcement troop overall quality is not high,tobacco monopoly law enforcement difficulty increasing,retailers to obey the law concept is not strong,Law enforcement supervision mechanism is not perfect.The reasons for the above problems are mainly reflected in the law enforcement and legislation system,organizational setup,team building and other aspects.Aimed at present situation of C city tobacco monopoly administrative law enforcement,the powers and authorities of legal theory,theory of good governance,and process reengineering theory to improve the state of administrative law enforcement under the guidance and advice,and should perfect the administrative laws and regulations,promote the transformation of law enforcement team,education systematic,diversified way of law enforcement,improve the mechanism of the law enforcement standard,improve the tobacco monopoly supervision system.The non-standard and uncivilized behavior of tobacco administrative law enforcement has touched the foundation of tobacco monopoly system.Efforts must be made to cut down the root of non-standard in grass-roots work and restore the public credibility of tobacco law enforcement.
