The Study On Troubles And Strategies Of Tobacco Monopoly Administrative Enforcement In Ya'an City

The tobacco industry is an important part of the country's real economy,it is one of the important sources of national financial revenue.According to the law of tobacco monopoly and a series of tobacco laws and regulations,under the leadership of the State Tobacco Monopoly Administration and the tobacco monopoly administrations at all levels of the country,they shoulder the important responsibility and mission of cracking down on smoking-related crimes and safeguarding the interests of the state and consumers.In recent years,with the development of economy and society and the rapid development of science and technology,the overall quality and capacity of the Chinese people have been constantly improved,tobacco offences have many new characteristics,such as hidden,high-tech,increased the difficulty of striking,this has put forward new requirements and challenges to tobacco monopoly administrative law enforcement departments,especially for the less developed areas,how to improve the control effect of cracking down on smoking-related crimes and cigarette market,they face more difficulties.These difficulties prevent the tobacco industry from making greater contributions to the country's development.Therefore,it is of great significance to study the difficulties of tobacco monopoly administrative law enforcement.This paper takes the specific administrative law enforcement behavior of tobacco monopoly as the research object,adopts the research methods of questionnaire survey,panel interview and case analysis,and takes the theory of statutory authority,government regulation and process reengineering as the theoretical basis.Guided by specific problems,a study on the administrative law enforcement of tobacco monopoly in ya'an has found that the administrative law enforcement of tobacco monopoly in ya'an is faced with such difficulties as low efficiency of administrative law enforcement,increasing difficulty in finding clues in cases involving tobacco violations,the quality of administrative law enforcement of tobacco monopoly needs to be improved,and the law enforcement objects have the tendency to resist and hinder the law enforcement.The root cause of administrative law enforcement is the imperfect management process and mechanism in the way of law enforcement,the team of law enforcement,the cooperation of law enforcement and the publicity of the rule of law.This paper uses the theory of process reengineering to put forward effective countermeasures:We should optimize the ways of administrative law enforcement,improve the internal education assessment mechanism,expand the effectiveness of joint law enforcement,deepen the awareness of law-based administration,and explore humanized and diversified ways of law enforcement.Optimizing and improving the administrative law enforcement process mechanism of tobacco monopoly in ya'an plays an important role in improving the quality of administrative law enforcement and the effectiveness of cracking down on smoke-related crimes,which will provide a more powerful guarantee for the national revenue increase and the protection of the legitimate rights and interests of consumers.This paper makes a breakthrough and innovation in adapting to the new public management situation and using the process reengineering theory to improve the government management,especially the tobacco monopoly administrative law enforcement management.
