Since the beginning of the 21st Century,vocational education has been increasingly important in China’s education system,especially in shouldering huge responsibilities in cultivating practical talents for social construction and economic development,providing numerous applied and professional talents.However,secondary vocational education plays a vital role in training primary and intermediate skilled workers and managers in the overall vocational education development.Secondary vocational schools should focus on social requirements of professional talents,combine with social development for school-running models,and match social needs for practical disciplines.As the training base serving social and economic construction and providing frontline talents for various industries,the crux for the existence and development of secondary vocational schools is the rationality of specialized courses.In the paper,the features and existing problems of the curriculum design of public management disciplines of Lhasa No.2 Secondary Vocational School were investigated on the basis of understanding the basic information of such curriculum.Based on relevant research experience,the specialized courses,and the development of public management disciplines,in addition to literature research method,multiple research methods including case study,interview survey,and experience reference were utilized to analyze and research the issues from various perspectives.When interviewing the leaders,teachers and student representatives of public management disciplines,some problems were found in professional curriculum design: Firstly,optional courses accounted for a small proportion of elementary courses,professional courses,and optional courses;in terms of class hour arrangements,the class hour plans for various courses should be improved.Secondly,in terms of the practicability of textbooks,the chosen textbooks failed to meet local teaching demands,and the development of the school’s textbooks was insufficient.Thirdly,the teaching resources and facilities failed to meet applicable teaching needs,and the training base should be improved.Fourthly,the students’ quality was insufficient and the educational foundation was weak;the teachers failed to properly control teaching schedules;most teachers were young,lacking of practical experienceand knowledge reserve for relevant positions.Specific to these problems,four suggestions were made by analyzing the courses of public management disciplines: Firstly,the course structure shall be optimized and practical courses shall be emphasized;class hours shall be reasonably allocated and superior courses shall be strengthened.Secondly,national textbooks shall be used and the school’s textbooks shall be developed as well.Thirdly,more“double-position” teachers shall be employed,the practical experience of the teachers shall be enhanced,and Tibetan trainings shall be reinforced.Fourthly,the recruitment of students shall be diversified and some assessments shall be established to improve the quality of students.In addition,the requirements and job requirements made by local enterprises in Tibet are a part of the research as well.An overall objective analysis could not be made due to limited investigation conditions and time,which will be included in upcoming research plan.It is expected that the research can provide references for Tibet-based secondary vocational schools to optimize their public management disciplines,courses,and school-running models as well as the basis for the training and employment of public management talents. |
