A Collaaborative Study On Green Development And Rule Of Law In The Guangdong-Hong Kong-Macao Greater Bay Area

With the complex background,including implementation of "one country,two systems",two major political systems and three legal areas,it is necessary to jointly build the Guangdong-Hong Kong-Macao Greater Bay Area into a green and high quality living community by establishing legal coordination mechanism among three sides.In order to solve the problem above,this paper will be from three angles,different profile analysis of all kinds of the legal reason,attention and combing the conflict and mutual interests.Facing the various problems existing in the Guangdong-Hong Kong-Macao Greater Bay Area—the lack of a uniform legal system,the imperfect regional negotiation mechanism,the poor cooperation of regional police affairs in law enforcement,and the missing of regional environmental accident emergency system from the legislative point of view,and defects of administrative relief and environmental dispute resolution mechanism from judicature,we should build a unified legal system,strengthen law enforcement cooperation and establish a diversified environmental dispute resolution mechanism to promote the regional cooperation in the environment among triplicity.This paper is mainly divided into five parts:The introduction mainly demonstrates the research background,research purpose,research significance and research ideas of this paper.In chapter one,introduces the major concept of green development with legal coordination,focusing on the green development ","legal coordination","the Guangdong-Hong Kong-Macao Greater Bay Area",profiles analysis of kinds of the development of a large bay area that characteristics,explains the necessity of carrying on legal coordination mechanism fora green and high-quality living community to lay a theoretical foundation for follow-up study.In chapter two,concludes the difficulties faced by the green and high-quality living community in the Guangdong-Hong Kong-Macao Greater Bay Area by comparison analysis method of the conflicts in legislation,law enforcement and judicial systems.In chapter three,learning from the reference of relevant theories,models and mechanism,and combining with the second chapter,pute forward some suggestions on the green development with legal coordination inthe Greater Bay Area from the aspects of integrated legal norms system,law enforcement cooperation and diversified environmental dispute resolution mechanism.The conclusion part is a brief summary of the full text.
