| At present,what China’s government concerns about is how to implement E-Government and push the government to transform effectively.The government proposes the "Internet Plus Government Service" model,which is intended to improve the government’s service capabilities so that people to enjoy effective,convenient government service.The "Electronic License System" construction plan launched by Wuhan City is the product of the reform of "Internet Plus Government Service".This solution can provide reliable online authentication service for individuals.There are many government departments involved in the construction of electronic license system.At this stage,there are still problems of insufficient data information sharing between government departments and weak data security management and control capabilities.To solve those problems,the paper proposes a blockchain-based electronic license system,which utilizes the characteristics of blockchain decentralization,non-tampering,and secure data storage to achieve mutual trust and mutual recognition between government departments and electronic license information safe storage and safe sharing.In order to ensure that the electronic license system can efficiently perform cross-departmental business collaboration processing and ensure the secure access of electronic license data,the alliance chain is selected and the alliance network architecture is designed in detail based on the Hyperledger Fabric.In order to enable each government department to contribute to orderer and better implement the concept of decentralization,a sorting service based on Raft is selected to ensure consensus on online transactions.In order to realize the high-efficiency,transparency and non-intervention of the system,by writing smart contracts to deal with the system business logic of electronic license on-chain storage,update,etc.,the electronic license information can be quickly broadcast and effectively verified on the blockchain network.By studying the problems what have said,the frame of blockchain-based electronic license system and function realization are given.The electronic license system supported by the blockchain technology will better become the infrastructure for the construction of "Internet Plus Government Service". |
