Young tax cadres are the backbone of tax authorities at all levels in the country.The formulation of talent policies that meet the characteristics of tax youth development and are close to the needs of tax development is related to the long-term development of taxation and the fundamental plan for successors.In recent years,from the State Administration of Taxation to the local grass-roots tax bureaus,the cultivation of young cadres has been attached great importance.In this context,the tax system of Y City launched the "Plan for young tax cadres " to promote the Bureau to better carry out the training of young cadres.However,not all work can be implemented as expected,and the policy will encounter various problems in the implementation process,which will affect the realization of the policy effect.In view of this situation,this paper tries to break through the problem that the previous research on policy implementation has not been paid enough attention to.Based on the Smith model,this paper makes a concrete analysis of the policy formulation,implementation agencies,target groups and implementation environment of the "Plan for young tax cadres ";from Smith ’s visual analysis,summarize the outstanding problems encountered in policy implementation,and analyze the reasons behind;finally,adhere to the problem-oriented,in view of the problems found in the implementation of the "Plan for young tax cadres " policy,from the perspective of the four dimensions of ideal policy,policy implementation agency,target group and implementation environment,the corresponding optimization suggestions for improving the "Plan for young tax cadres" policy are put forward,and the four factors affecting the implementation of the policy are promoted to work together to coordinate and coordinate with each other to ensure the smooth implementation of the policy.This paper uses the Smith model to study the implementation of the " Plan for young tax cadres " policy,which provides a new perspective for Y City to promote the training of young cadres and has certain theoretical significance.The full text closely combines the situation of the " Plan for young tax cadres " policy in the actual implementation process,and puts forward practical and practical improvement and optimization suggestions for the tax department to make reasonable decisions,which has certain operability. |
