Research On The Operation Problems And Countermeasures Of The Party-mass Service Center In S District Of Chongqing

The Party-mass service is a strong position for the Party building to lead the urban governance and a warm home for serving the masses of the Party members.[1] Since the 18 th National Congress of the Party,the Party-mass service centers have begun to popularize all over the country,and Chongqing is no exception.In 2015,Chongqing began to popularize the Party-mass service center,which has become an important measure of grass-roots governance,and has achieved certain results in integrating resources such as party and government departments,streets,communities and social organizations to serve the grassroots masses.However,the phenomenon of low popularity and low quality of social organization service in the Party and masses service center has also appeared in operation,which is worthy of our study.Taking the Party-mass service centers of Chongqing S district as the research object,this paper first expounds its research background,significance and purpose,and tries to analyze the operation of the Party-mass service centers in S district by combining the theories of new public management,government process reengineering,network governance and so on.Based on the field visits,it is found that there are some problems in the operation of S district Party-mass service centers,such as the failure of community governance,the uneven participation of all subjects,the insufficient function,the insufficient effective supply of public services,the low level of service intelligence,and the weak service ability of the personnel.By analyzing the above problems and their causes,and studying the excellent experience of the operation of the Party-mass service centers in Shanghai and Shenzhen,this paper draws out the countermeasures of how better operate the Party-mass service centers in S districts: perfecting the institutional mechanism of the Party-mass service centers,strengthening the cooperative concept of multi-cooperation,promoting community governance,encouraging the exploration of multi-investment channels,providing high-quality services with wisdom,cultivating professional personnel,and building research think-tanks of the Party-mass service centers.
