The administritive service center is a new format and new type of administritive management. Over past 20 years, it has been developed into a new model of management with chinese feature and adapted to the actual situation of China. But more and more problems has raised during its development,such as less authorization to the window missionary, less monitor on missionary, useless E-politics affair system, furthermore, some function departments refuse to garrison the administritive service center. Our government will loss a lot of manpower and financial resource if those problem can not be settled. Therefore, it has significant practival meanings to make serious research on the operational effectiveness of administritive service center.The administritive service center is selected as the scope of the thesis. And the administritive management, politics and law are uesed synthetically to analyse and discuss on both academic and technical lever.
