Research On The Problems And Optimization Path Of The Party Mass Service Center’s Participation In Community Governance

Urban communities are the most basic units of a city,and their governance is related to the practical interests of the people themselves.The country has always attached great importance to grassroots governance work.The report of the 20 th National Congress of the Communist Party of China pointed out that the handling of conflicts and disputes should be limited to the grassroots level,a sound social governance system should be established,social governance mechanisms should be optimized,the diversity of grassroots governance paths should be enhanced,and the gradual strengthening of urban social governance capabilities should be driven.Among them,the position of the Party Mass Service Center in the grassroots governance system is the most crucial.Wulan mulun Town in Ejin Horo Banner,as one of the first pilot towns of Town-level city in China to reform the administrative system,its community governance problems are also representative of other regions.This paper will take the two-level party and people service center in Wulanmulun Town,Ejin Horo Banner as the research object,explore its value and significance in community governance,and focus on the actual situation of the participation of the two-level party and people service center in Wulanmulun Town and village in community governance at this stage by using scientific research methods on the basis of relevant theories of public management such as seamless government theory,Analyze the problems that exist in the participation of party and mass service centers in community governance,and finally propose optimization paths from improving diversified cooperation mechanisms,accelerating the transformation of government functions,cultivating and guiding grassroots organizations,and improving mass participation mechanisms.It is hoped that through the research on the party masses service work in Wulan mulun Town in this paper,combined with the actual situation of Wulan mulun Town,we can find the shortcomings in the party masses service center’s participation in Community Governance.On the basis of highlighting the characteristics of localization,we can explore the optimization path of the party masses service center’s participation in the process of Community Governance,and continue to optimize the development of the grass-roots governance system and governance capacity of Wulan mulun Town.
