| Urban subdistrict office plays an important role in urban grass-roots governance,is the end of urban governance,it is the municipal or district level government agencies.Since the reform and opening up,China’s urban economy and society have undergone earth-shaking changes,and the content of grassroots governance of urban subdistrict offices has also changed accordingly.The previous management requirements of urban subdistrict offices no longer meet the new requirements of current urban subdistrict office management in our country.There are various problems in community governance.How to straighten out the relationship between streets and communities and how to effectively communicate between them have always been the focus of scholars,grass-roots governments and community practitioners,and also the main focus of the current reform of urban street offices and community management mode.The “progressive” model is evolved from the Shanghai model,which is characterized by the combination of community construction with the reform of urban management system of “two-level government,three-level management and four-level network”.Aiming at the problems existing in the subdistrict office and community management mode,using literature research,comparative analysis,questionnaire investigation method,such as in Xi’an Qujiang subdistrict office as the research object,conducts the investigation and study in combed the research achievements in related fields at home and abroad and the research status,summarized the “progressive” community management mode and management system of the related theory,the Xi’an Qujiang neighborhood offices of the status quo of community management system,the main problems and the causes of actual questions is analyzed,on the basis of learning from the advanced experience of community management in China(Tuanjiehu street,Beijing,Yunlong district,Xuzhou,Jiangsu),this paper puts forward some policy suggestions,such as giving full play to the “guiding” role of the government and improving the hard power of community management by relying on the construction of full-time talents. |
