Study On Management Mode Of Community Self Governance In Chongqing Petroleum Enterprises

Chongqing oil community is made up of 71 after auxiliary units which are separated from 10 professionalcompanies belonged to the Sichuan oil and gas field. No matter inthe plannedeconomyperiodorafter the reform and opening-up. Oil community has played a very important role in the protection of enterprise development, servicing worker life, improving the mining area environment, maintaining regional stability and the construction of spiritual civilization. As one of the pilot that state enterprises separate "three offeringsand real estate" in Chongqing, Chongqing oil community has gradually realize the handover work. But in the work of stripping "three offerings", community management also exposed many hidden problems, such as the plenty of surplus staff, the heavy social burden after the transfer of business; the hybrid community internal functions; unreasonable of the industrial structure; not forming an effective mechanism of input and output in community construction and management, etc, which seriously restrict the development of the community. Aimed at the problems and the insufficiency in the enterprise community autonomous management, oil community need to explore and establish new autonomous management model urgently, to find feasible development road and promote the development of the community.The article adopts the methods of researching are mainly environmental analysis and comparative analysis research, to analyze both inside and outside environment of the oil community,to find out problems and formulate research countermeasures. Contrasting related industries of community development, oil community explore the road of the future development. Aiming at definition of a clear direction for Chongqing oil community autonomy management, providing effective enterprise community governance approach, providing guarantee to straighten out the community problems, and building a reasonable system of enterprise community. So the research of enterprise community constructive model community on the basis of community autonomous management has very important theoretical meaning and realistic meaning for oil and other community’s development.First,in this paper,analyzes the background and research status of domestic and foreign research, adopt various methods combined to define the concept of community management, community self-government, business community, etc, combing the theory, the status of Chongqing Petroleum community autonomous management more systematic overview, including the basic situation of community autonomy situation and measures for communities and field survev of resident satisfaction, and discover Chongqing petroleum community autonomous management problems, such as social intermediary organizations is weak, the degree of community participation in the democratic autonomy is not high, community autonomy cross presence or vacuum phenomenon problems of uneven quality professional management personnel and enterprises to build a model community, and to analyze the problems and how to improve community-based enterprises in Chongqing petroleum autonomous management model were studied.This article establishes a set of community autonomy model and system which are suitable for oil companies to participate in the management through the exploration of community autonomy. Thus giving full play to the advantages of the enterprise resources, to treat the enterprise as a member of the community autonomous organization, set up community coordination committee, realizing government, community and residents to build community. And the effective improvement measures are put forward starting from the representative analyzing of the universality of community autonomous management problem, for autonomous problems in community management of oil and then guide the oil community develop healthily and harmoniously.
