Study On Our Country’s Urban Community Management Mode

Society is made up of numerous communities, the community is a window to observe and understand the Society as well as the foundation of social stability and harmony. It have an great influence and role in the social modernization and economic development. According to the development experience of other countries in the world, the healthy development of the community can better promote a country’s economic and social development in science, coordination, harmony and sustainable. Also it have a special significance to accelerate the country’s political democratization process and improve the quality of life and community management level. So, if we want to build a prosperous modern socialist country with Chinese characteristics, to establish a perfect market economy system, to promote democratization construction, to meet the needs of the people’s growing material and cultural life, to solid grassroots political power and maintain social stability and harmony, it must be strengthen the community management.Meanwhile, the practice of urban community reform and construction is also eager to promote us strengthening the study of urban community management mode. Firstly, with the development of economy and the accelerating urbanization process, urban management tasks are constantly increasing. Only give full play to the role of urban grassroots community and improve the urban community construction and management, in order to ensure the smooth progress of the urbanization process. Secondly, our country urban community management is gradually transfer from the traditional mode of street to the modern mode of community. This process is not only an opportunity, but also a kind of challenge which is bound to appear many new situations and problems.The main line of the paper is urban community management model. It by using the method of literature research, descriptive study, lessons learned and survey analysis, the existing problems in our urban community management mode as a starting point, to perfect our urban country community management mode for the improvement goal, to explore the countermeasures to promote our urban community harmony and stability. Firstly, from the perspective of theory expounds the concept of urban community management, Include the definition and the essential factor of the community, the origin and definition of urban community, the definition of urban community management and the urban community management mode. And on this basis, three theoretical foundation for the reform of urban community management model were elaborated. It not just for the pure analysis for the new public management theory, governance theory and civil society theory, but also analyze its guidance effect to the research of the urban community management mode. Secondly, from the point of reality introduce the three typical community management mode, they are Wuliqiao Shanghai "two levels of government, three levels of management, four levels of network" mode, Yantian Shenzhen "Decision And Execution Separated" mode and Hangzhou "Trinity Management" mode. On the basis of the analysis, combined with the actual situation of our country widespread, points out the three problems existing in the our country urban community management mode, respectively is the community committee administrative tendency is obvious, the community intermediary organizations development is restricted and residents don’t have a high level of community participation. Thirdly, analyze the urban community management mode of Singapore(government dominated mode), Germany (community autonomy mode) and Japan (mixed mode), and learn their successful experience and failure lessons, summed up the enlightenment to our country community management mode. Finally, draw lessons from foreign experience, combined with the actual situation of our country, attempt to put forward the assumption to perfect urban community management mode. The basic principles to perfect urban community management mode is management subject pluralism and hierarchy flattened.
