Countermeasure Research On Comprehensive Management Of Cults ——Take Sichuan Province As An Example

The problem of cults is not only a cancer of society,but a major issue in social governance as well.How to manage cults has always been a trouble that plagues every country.In the 1980 s,Qigong fever emerged in our country;Special Functions and Pseudoscience sprang up like bamboo shoots after a spring rain;Various "masters" came on stage,bringing huge impact to our thoughts.Subsequently,some people tended to follow suit.At that time,some functional departments failed to correctly make sense of the hazards of these views,and did not lay stress on them.Even some people contributed to the flames,resulting in these ideas becoming hotbeds of cults,which caused enormous harm.Since 1999,our country has spent a large amount of manpower,material resources,financial resources and social resources on cults,and has achieved remarkable results.The problem of cults is no longer a prominent problem negatively affecting the economic development of our country.Nevertheless,its harm cannot be underestimated,and must be comprehensively addressed according to law.Since the 18 th National Congress of the Communist Party of China,the concept of "ruling the country in accordance with the law" has been put forward.The approaches and means of ruling evil religions under the previous social management model are no longer suitable for the current environment of ruling the country by law.Therefore,they must be fundamentally changed.We must fully utilizes the weapons of law and policy to establish a comprehensive co-governance model with the government as the leading factor and the participation of the whole society.On the basis of combing the domestic and international development background,current situation and future trend of curbing cults,this study clarifies the definition and harm of heresy,comprehensively collects data by means of social investigation and literature analysis,etc.,based on the analysis of survey data,mines and analyzes the status quo and deficiencies of governance cults at home（including Sichuan Province）,and put forward to "accurately grasp the ’unity education to save the vast majority,in accordance with the law to combat the very few’ this basic policy,correctly distinguish between the ’people’s internal contradictions and enemies and me contradictions’ two contradictions,always seize the ’source governance,in-house disposal and follow-up consolidation’ three links,and effectively do a good job of ’anti-cult propaganda,combat according to law,Education transformation and follow-up consolidation of the ’four work’ as the entry point of the provincial government level comprehensive management of cults of countermeasures.
