| With the rapid development of E-government in China,government institutions attach great importance to the efficient operation and core value of government construction.In the report of the 19 th National Congress of the Communist Party of China,the achievements in the construction,management and application of the Internet in China are fully affirmed.The successful construction of the national integrated online government service platform after 2018 marks that China’s e-government development has entered a historic new stage.However,some underdeveloped areas have been limited to the traditional construction of government construction,which has not promoted the efficient integration of government construction to the strategic height of electronic development,thus forming some problems of e-government construction.Therefore,it is of great practical significance and far-reaching development significance to further meet the needs of government public services,improve the capacity of e-government construction,and research and explore e-government construction suitable for underdeveloped areas.In order to study the e-government construction of Chenxi County in Hunan Province,based on the relevant theoretical basis of e-government construction,this paper deeply analyzes the current situation of e-government construction in the underdeveloped areas of Hunan Province,especially in Chenxi County in application platform,function development,network development,information structure development and other aspects,and then establishes the comprehensive e-government construction of Chenxi County The evaluation model realizes its comprehensive and quantitative evaluation.The evaluation results show that the current situation of e-government construction in Chenxi County is between good and medium,closer to the medium level,which also conforms to the actual situation of E-government in Chenxi County.E-government platform system,e-government function development system,e-government network system and e-government structure system are all in the middle level,but they are not in a good state,and there are local problems,which need to be further improved and developed.And based onThe evaluation results of Chenxi County e-government development dilemma analysis,that is,e-government popularization efficiency is low;too much construction,management is too little;e-government focus is not clear;lack of talent,low level of government information sharing and utilization.Finally,in view of the problems in the construction of E-government in Chenxi County,this paper analyzes the construction of E-government in the developed areas and the top 10 counties in China,obtains the enlightenment suitable for the construction and development of E-government in Chenxi County by comparison,and then puts forward specific improvement countermeasures from the aspects of application platform,function development,network development and structure development of e-government construction.The innovation of this paper is to put forward the evaluation system of e-government construction in underdeveloped areas from the perspective of hardware and software facilities,and to introduce the fuzzy evaluation model to carry out the preliminary quantitative evaluation of the current situation of e-government construction in Chenxi County,to identify the software and hardware problems of e-government construction,and to put forward countermeasures to solve the problems.The result of this paper points out the direction for the system reform of E-government in Chenxi County,which is convenient for the continuous improvement of E-government in Chenxi County,and also has reference significance for the construction of E-government in the same industry. |
