| The waste of resources and the disorderly use of industrial land hidden behind the rapid development of industrial economy.Local governments who is the manager of land resources can get revenue from the transfer and use of land resources,and government officials as the micro-behaviour behind government can get more leverage for promotion in the process.Therefore,measuring the impact of the promotion incentive of officials on the efficiency of industrial land under economic performance appraisal is not only beneficial to the improvement of industrial land efficiency,but also can provide clues for the improvement of the official appraisal mechanism.On the basis of clarifying the connotation of official promotion incentive and industrial land use benefit,this paper makes a systematic analysis of the promotion incentive system and industrial land use benefit.The comprehensive benefit of industrial land in 249prefecture-level cities in China was calculated by using the entropy weight method,and the space-time differences were analyzed by means of nuclear density estimation,cluster analysis,global and local self-correlation analysis.First,the cluster analysis shows that in the study period,the overall level of industrial land benefits is relatively stable,showing the "north-south low,middle high,east high-west low" situation;industrial land economic benefits overall increase is larger,and its different cluster changes are active.Therefore it can be seen that Chinese industrial land efficiency has not formed an absolute curing situation.Secondly,the nuclear density curve of the comprehensive benefit of industrial land is more obvious,and during the study period,the nuclear density curve of industrial land economic benefits shifted greatly to the right.Third,the results of the Moran index of industrial land comprehensive benefit show that there is also spatial correlation between the comprehensive benefit of industrial land,and the Moran index and Geary’s c index of industrial land economic benefits are significantly different from 1% of the significance,which lays the foundation for the exploration of the spatial effect safters.On the basis of constructing the complete information static model,the full information dynamic model and the Gunno-Nash equilibrium model,the mechanism of the promotion incentive of officials in the relative economic performance appraisal on the efficiency of industrial land use is analyzed briefly,and the influence of official promotion incentive on industrial land is measured by using econometric method sedited by the data of 249 cities from 2006 to 2016.The empirical results show that,first,the promotion incentive of officials in the relative economic performance appraisal is not conducive to the promotion of industrial land efficiency,and there is a lag in the influence of promotion incentive on industrial land efficiency.Second,the promotion mechanism of officials and the improvement of industrial land use system can regulate the behavior of officials to a certain extent,and are conducive to the improvement of the efficiency of industrial land use.Third,there is a herd effect in the official groupBased on the spatiotemporal difference analysis and empirical results,some suggestions are put forward. |
