| As the world enters the information age,the government’s traditional management and service model has also developed into a new stage integrating management,service and resource sharing.As early as the 1980 s of the last century,some western developed countries have begun to use Internet technology to reengineer and optimize public service processes.In China,the development of government management and public services is also deeply influenced by technologies such as the Internet and big data.The concept of "service-oriented government" have gained popularity.The State Council has successively issued a number of policy documents to promote the develo pment of "Internet + government services".Government departments have vigorously promoted and deepened the reform of "decentralization of services",established "Internet + government services" integrated platforms,continuously optimized public service pr ocesses,and improved the quality and efficiency of public services.Public service process optimization is an important link in the development of "Internet + government services",and is also the development goal of the government’s focus on and construction in the information age.In the mid-to-late 1990 s,government service centers across China began to be established.Sincethe State Council issued “Guidelines on Accelerating the Work of "Internet + Government Services”(Guo Fa [2016] No.55),the construction of local government service centers has developed rapidly again,and with its suggestions to maximize the convenience of enterprises and the people as a standard,many optimization measures have been adopted for the process of public services,and c ertain results have been achieved.In the context of the "Internet +government services ",the optimization of public service processes requires the government to use modern computer information technology and big data technology to disclose the list of pu blic service items,innovate public service methods,strengthen data exchange and collaboration between departments,and reduce unnecessary approval materials and time limits for approval,and promotion of online matters are conducive to improving the qual ity of public services and reducing government costs.Referring to the report of the 19 th National Congress of the Communist Party of China,the requirements of "deepening government decentralization,innovating supervision methods,enhancing government credibility and execution,and building a service-oriented government that the people are satisfied with",there is still room for further optimization of the service process of the government service centers.How to consolidate its important position in the construction of a service-oriented government and further optimize the process are the top priorities of local government service centers.This article takes Changsha as an example,and based on the practice of optimizing the public service process of the Changsha Municipal Affairs Center,lists the results of its public service process optimization,analyzes the shortcomings and reasons in its developmentand proposes countermeasures and suggestions for continuing to optimize public service processes on this basis. |
