Research On The Effect Of The Deliberation And Coordination Agencies In Hunan Province In The Modern Governance

As a quite characteristic operation mode of the organization in the system of Chinese Party committee and government organization,the deliberation and coordination agency,mainly represented by various “leading groups”,is taking an important role in many respects of modern governance,becoming the effective supplement to formal sequential organization and conventional governing measures.Under the background of comprehensively deepening reform,as a special sector,the status and effect of the deliberation and coordination agency in the national governance system has received more attention and been resear ched more.Especially after the functional role of the CPC’s policy-making deliberation and coordination agency has been explicitly stipulated after the Third and Forth Plenary Session of the19 th Central Committee of the Chinese Communist Party,under the opportunity of a new round of institutional reform,how to make a more effective use of the deliberation and coordination agency in the modern governance has significant meaning on insisting and improving the system of socialism with Chinese characteristics and promoting the modernization of national governance system and capacity.After years of exploration and reform and perfect,the deliberation and coordination agency in Hunan Province is playing an important role in the modern governance of the province.Under the new circumstances,it is an important study-worthy subject as to how to further give play to the function of provincial deliberation and coordination agencies according to the requests of the central government while combining the reality of Hunan.The paper adopts the methodology of empirical study and literature review,sums up and learns from the domestic and abroad advanced experience,adopts provincial deliberation and coordination agencies as object of study,and conducts comprehensive a nalysis and in-depth research on their function,existing problems and improvement measures in modern governance based on Hunan’s actual condition.
