| China’s reform started from the countryside.Since the founding of the People’s Republic of China,every adjustment of the rural land system by the party and the state has caused major changes in rural governance resources and governance subjects,causing changes and resettlement of rural governance models.Under the "three rights separation" new type of agricultural land property rights system,the large-scale transfer of land,the differentiation of the peasant stratum,the loss of rural population,and the contradiction between multiple subjects inspired by the change in land rights make the traditional rural social structure Changes have taken place quietly,bringing new challenges to rural governance.In previous studies of rural governance,scholars prefer to start from the village’s internal power structure,the village’s internal network relations,village committees and their subordinate organizations,and ignore the inherent relationship between the reform of the agricultural land system and rural governance.Based on this,from the perspective of agricultural land reform,the author makes a detailed analysis of rural governance issues in the new era from the perspective of agricultural land system reform,with a view to proposing corresponding countermeasures and suggestions from a more comprehensive perspective and innovating rural governance.Rural issues are diverse,and the development of rural governance is more about the overall situation of modernizing the national governance system.Governance in the rural areas is safe for the people,and the country is stable.Only by taking the road of rural governance in the new era can we establish a prosperous and stable social environment for the realization of the Chinese dream of the great rejuvenation of the Chinese nation.This article mainly discusses from five aspects: The first chapter is the introduction,which is mainly composed of research background and literature review.The second chapter is a historical review of the reform of agricultural land system and rural governance,thus revealing the internal logic between the two.The third chapter introduces the basic concepts of rural governance and land system,and elaborates and analyzes the theoretical connection between the two.The fourth chapter discusses the predicament of rural governance in the new era from the perspective of agricultural land reform.It involves many problems in rural governance in China at this stage,and provides corresponding basis for the discussion of subsequent solutions.The fifth chapter is to clarify the responsibilities of local politics in the "three separation of powers" system,strengthen the construction of rural governance talents,clarify the roles of multiple parties,and improve the "three-in-one" rural governance of autonomy,rule of law,and rule of virtue.From the four perspectives of the system,it puts forward countermeasures and suggestions to solve the dilemma of rural governance in China,with a view to benefiting the development of rural governance in China in the future. |
