Study On The Functional Positioning Of Local Public Cultural Services

China is committed to build a service-oriented government as the public cultural services are of great importance in the government’s agenda. As a forefront to provide quality public cultural services to the public, the key to improve the quality level of the public culture services is to develop the ability of the local government to provide better public services, and to strengthen the interaction between administrations and citizens.At first’the thesis analyzes the theory of public cultural service and then take the T city as sample’introducing the public cultural services’status of our country, analyzing the problem and the difficulty in them·With the help of PGT, analyzed the reason of existence of government public culture service function of deviation problem, namely unitary malpractice is the crux of the problem, and to explore the feasibility of application of Polycentric Governance Theory in the construction of public cultural services in. At last, on the function of local government public cultural services, including strengthening the leading role of the government, give full play to the role of social organizations, and innovation of public cultural service contents and ways.
