Research On Public Service Issues At The Grassroots Level

The major responsibility of grassroots government,which stands nearest to the people and understands the people's appeals best,is to provide services to the mass.Therefore,grassroots government should be the subject of providing public service,undertaking the task of service delivery.At present,China is devoted to establish service-oriented government,and local grassroots governments are having improved their public service capacity continuously.With the course of economic system reformation,urbanization and governmental function transformation promoted,the government has developed a series of comprehensive researches on how to improve both public service capability and service quality.Researches have made some achievements,however,the lack of service supply and imbalance of structure can be found obviously.As The economy develops and people's appeals for public services grow constantly,the incompatibility between people and public service has become increasing apparent.Depending on current developments,the government must provide better public services to the people to fulfill their appeals of public service.Hence,analyzing public service capabilities of grassroots government has certain realistic significance to find the most suitable supply method and to promote the establishment of service-oriented government.Looking from the development of public service system,China has initially built a series of public service system,including social insurance,basic education,basic medical and public health.After the reform and opening-up,with the need of service and economic construction,public service reform has also followed the principles of "crossing the river by feeling the stones" and promoted steadily.Grassroots government ' s public service ability has improved gradually,however,compared with the masses of the people's growing appeals,is still relatively lagging.Researching on both the effect factors of grassroots government public service and construction of exploration will promote the reform of administrative system and the transformation of government functions in China,having significance for enriching theoretical research on integrated management and improving governance capacity of grassroots government.This thesis contains five chapters.Chapter one provides an introduction of background,significance,the review of researches home and abroad,as well as the research methods.Chapter two is the theory elaboration,introducing the connotation of grassroots government,connotation,category and characteristics of public service,as well as the new public management and service theory,laying the foundation for the research of grassroots government public service.Chapter three elaborate the current situation of public service from medical treatment,education,and culture construction,and identify the existing problems,providing direction for later promotion countermeasures.Chapter four summarizes the practical experience and enlightenment of grassroots government through two cases,poverty alleviation of Tu Wu and land circulation of Wan Zhuang.Chapter five,on the basis of above discussion,from the perspective of government function transformation,performance evaluation improvement,strengthening the team construction,finance supporting,diversified system construction,provide ascension countermeasures and suggestions of grass-roots government public service in China.Through the analysis and elaboration of five chapters,the author revealed the existing problems of grassroots government public service.By applying the theory of public management,public service and the correlative combination of Guide Town,countermeasures and suggestions of public service improvement are demonstrated.
