Research On Deng Xiaoping’s "Step Theory" Of Economic Development

After the Third Plenary Session of the 11 th Central Committee of the Communist Party of China,the focus of the whole Party’s work has successfully transferred from class struggle to economic construction.In the flood of Reform and Opening-up,the economic and social undertakings under the leadership of the CPC have made considerable progress and development,especially in the economic field.However,the economic development after Reform and Opening-up is not smooth sailing.From the late 1970 s to the early 1990 s,China’s economic development generally presents the basic trend of "Development—Adjustment—Redevelopment".Among them,in the 1980 s,there were several economic fluctuations caused by overheated development.In a certain period,there was a certain degree of economic development stagnation or deceleration,followed by questions about the Reform and Opening-up policy,and even fell into meaningless debates of "Left" or Right,which not only had a bad impact on the stability of social order,but also seriously interfered with the Cause of Socialist Modernization smooth progress.In order to ensure the healthy and stable operation of the economy,the Communist Party of China should first solve two major problems: one is to theoretically explain and interpret the causes of the economic fluctuation and the basic track of the Socialist Economic Construction,and then clear the obstacles in people’s minds,gather the consensus of reform,opening up and the socialist modernization drive;the other is to require scientific theory to guide the future economic construction to enhance the Party’s ability to grasp the law of Socialist Economic Construction accurately and to foresee the trend of economic development in the future.Based on this understanding,Deng Xiaoping,known as the "chief architect of China’s reform,opening up and the socialist modernization drive",with his firm Marxist political wisdom and philosophical thinking,on the basis of inheriting and developing Mao Zedong’s "Catching-up" theory,comprehensively and systematically summed up the experience of the party leading the socialist construction in both positive and negative aspects,as well as the basic experience of developing national economy in other countries and regions.The "Step Theory" of China’s economic development was put forward at the right time.Shortly after the founding of New China in 1949,Deng Xiaoping ruled the Great Southwest,until his death in 1997,the birth of the "Step Theory" experienced three stages of development: germination,preliminary formation,maturity and improvement,forming a relatively systematic,integral and scientific thought and theory,which aims to guide China’s economy to steadily go up the steps."Step Theory" focuses on solving and profoundly answering a series of problems such as the necessity,policy and strategy,power and guarantee to promote the sustainable and healthy development of China’s economy,which constitutes the rich ideological connotation of "Step Theory".Among them,the policy of steady economic growth is "to be bold and steady",the strategy includes three basic dimensions: "seize the opportunity,adjust in time","strive hard,win foreign aid "," the rich first pushing those being rich later,realize the three-stage economic development strategy",which constitute the core content of "Step Theory".From the perspective of its theoretical characteristics,the "Step Theory" contains profound people’s nature,distinct scientific nature,lofty forward looking and strong contemporaneity.Deng Xiaoping’s "Step Theory" of economic development clarified the strategic policy of the party leading Socialist Economic Construction with its distinctive theoretical characteristics,effectively promoted the reform,opening up and socialist modernization process started in the late 1970 s,especially the new round of accelerated economic development in the 1990 s,which not only constitutes an important part of Deng Xiaoping’s economic development thought,but it is also the Party’s action guide to do a good job of economic work and promote the stable and healthy development of the economy in the new era of Reform and Opening-up.In the New Era,a deep understanding of Deng Xiaoping’s "Step Theory" of economic development is of great inspiration and reference significance to a deep understanding of the important significance of the steady rise of the economy in the CPC’s governing and rejuvenating the country and the Chinese nation,to firmly grasp the general tone of the work of making progress with stability,to correctly handle the relationship between the speed of economic development and the quality and efficiency of development in the process of Comprehensively Deepening Reform,to identify the real driving force for the realization of high-quality,high-efficiency and high-speed development,and to promote realizing sound and rapid economic development.
