Research On Maintenance And Management Of Commercial Civil Air Defense Engineering

The current international situation is undergoing a major change that has not been seen in a century,and the threats and challenges to China’s surrounding security environment are significantly increasing.Civil air defense engineering,as a public product,is an important combat readiness facility for protecting the safety of people’s lives and property during wartime.Among them,commercial civil air defense projects have a large area and can shield a large number of personnel,which can play a more significant protective role in warfare.However,under the influence of factors such as excessive commercial development and economic interests,the degree of damage and poor maintenance and management of commercial civil air defense projects are more prominent compared to other types of civil air defense projects,seriously affecting their safe use in peacetime and the performance of their wartime functions.Based on the mission of civil air defense and national security,this article applies the theories of public products,collaborative governance,and risk management to the maintenance and management of commercial civil air defense projects.Six of the most representative underground shopping malls in N city are selected for civil air defense projects,and an in-depth investigation is conducted using the observation method from four aspects: project mouth,project main structure,equipment and facilities,and daily safety usage.The investigation found that the civil air defense projects of six underground shopping malls all have common problems such as severe damage to their functions during wartime,safety hazards during normal use,repeated bans on project damage,and difficulty in implementing rectification measures.Based on the characteristics of commercial civil air defense projects,this article further studies through interview methods and finds that the single maintenance and management entity,difficulty in ensuring maintenance and management funds,lack of effective constraints,and rigid and outdated regulatory models are the deep-seated reasons for the ineffective maintenance and management of commercial civil air defense projects.This article further explores optimization strategies from four aspects: diversified management,ensuring funding,strengthening constraints,and efficient supervision.Firstly,by diversifying supervision,enhancing the professional level of maintenance and management personnel,and creating a social support atmosphere for civil air defense,a collaborative governance force with diverse social participation is formed.Secondly,by promoting legislative funding protection,expanding funding channels,and establishing special funds for maintenance and management,a multi-level and multi-channel funding guarantee system can be established.Furthermore,by establishing a joint law enforcement system with multiple departments,a standardized engineering use mechanism,a dual decoration or renovation approval system,and strengthening industry integrity and self-discipline,we can improve the incentive and constraint system with clear rewards and punishments.Finally,by establishing an annual maintenance and management level evaluation system,promoting full lifecycle supervision of commercial civil air defense projects,improving the intelligent level of maintenance management,and refining maintenance management standards and specifications,a smart and efficient supervision and management model is constructed.
