The maintenance and management of civil air defense projects is an important part of the construction and management of the national defense mobilization system,the core measure of urban development and construction,and the primary content of economic development and construction.To maintain and manage the civil air defense projects in the new era is not only related to ensuring the safety of national lives and property during the war,but also related to serving people’s livelihood and disaster emergency protection in peacetime.Civil air defense projects have the application function of both peace and war.It can not only improve the overall protection ability of the city,reduce secondary disasters,but also improve the utilization rate of urban land,relieve ordinary traffic pressure,coordinate the spatial layout,and vigorously promote the maintenance and management of civil air defense projects.Since the establishment of the civil air defense committee in 1950,the principle of "war" and "pipe" has been the basic requirement of civil air defense engineering construction and management,as the most important part of project management,civil air defense project maintenance management ability directly determines and affects the civil air defense engineering wartime protection efficiency and peacetime service function,the necessary quality requirements are to strengthen the contemporary national defense construction and improve the city’s ability to deal with various risks.This study takes the maintenance and management problem of M City as the research object,By adopting research methods such as field visits and interviews,On the basis of a comprehensive understanding of the maintenance and management status of M civil air defense projects,The main reasons to analyze the influence and restrict the high quality development of M civil air defense engineering repair management,Around the rapid development of M city infrastructure construction,Under the background of the continuous growth of the total number of civil air defense projects,Starting from the main administrative departments of civil air defense,the main responsibility of maintenance units,project maintenance fund channels and other problems,And in view of the above problems put forward to strengthen the management capacity construction,clear responsibility subjects,broaden the capital channels and other aspects of the improvement suggestions,These opinions provide theoretical basis for government maintenance and managing civil air defense projects,It will play a great role in serving people’s livelihood.
