Research On Poverty Alleviation By Party Construction In Wuling Mountain Ethnic Area(2012-2019)

The year 2020 is the final year when a well-off society is completed in an all-round way,and it is also the key year to achieve the first century-old goal.Affected by the pandemic,this year’s task of poverty alleviation is even more difficult.Since the 18 th National Congress of the Party,President Xi Jinping has closely revolved around the "four comprehensive" strategic layout,put the fight against poverty into the strategic position of governing government,and sounded the horn of winning and fighting the battle against poverty in an all-round way.Grass-roots Party organizations,Party members and cadres are at the forefront of the work helping the poor,and play the role of fighting fortress and model vanguard in helping the poor.From the height of consolidating the ruling foundation of the Party,there is a necessity to apply the advantages of Party building into development advantages and vigorously promote the development of Party building and poverty alleviation.Wuling Mountain ethnic area is the junction of the four provinces of Hubei,Hunan,Chongqing and Guizhou.It is one of the 14 special hardship areas in the country with a rural population of 27.29 million.There are more than 20 ethnic groups such as Tujia,Dong,Bai,Miao and Gelao in the region.Among 59 counties in the strict,there are 25 national key poverty alleviation and development counties.County Z of Hubei Province is located in Wuling Mountain area,which is one of the poverty-stricken counties supported by the state.Restricted by factors such as naturalgeographical environment,agricultural infrastructure and farmers’ income,the time to tackle poverty was tight and the task of poverty alleviation was difficult.But county Z completed its military warrant issued at the end of 2019,achieved its established goal of getting rid of poverty,and took off the hats of poor county.County Z took the first secretary in the village as the leader of the party building to help the poor,built a battle fortress based on the "sharp knife class",gathered the social combat force with the grass-roots party branch,and focused on straightening the party building poverty alleviation mechanism,enhancing the village collective economic strength,absorbing the capable and rich households,storing the outstanding talents at the grass-roots level and mobilizing the enthusiasm of the people.However,there are still some problems to be improved in the poverty alleviation of party building in county Z,such as insufficient social mobilization in the poverty alleviation of party building,weak foundation of collective industry,and less elite party organizations at the grass-roots level.For these problems,county Z should be in the party building poverty alleviation using the party building model to cultivate talents,which is based on the existing resources,and to enhance their own strength,and continue to develop the collective economy,consolidate the foundation of party building,and add assistance to "the last mile” for county Z to get rid of poverty.
