| Poverty alleviation and Relocation Immigration is an important measure to promote rural poverty alleviation and development and ecological environment construction.It aims to improve the survival and development environment through the relocation of rural poor people living in harsh environment.In the stage of building a well-off society in an all-round way,the state puts forward the strategy of precision poverty alleviation,and the relocation of poverty alleviation is included in the system mechanism of precision poverty alleviation.It has become an important measure for winning the new period of poverty reduction and hard work.It is also a landmark project in the "five batch" projects with the strongest policy and the highest attention of the masses.The state clearly pointed out that since the year of 2016~2020,it is necessary to achieve the relocation and resettlement of the poverty-stricken population of about 10 million.At the same time,the total number of poor people in the Wuling mountain area was 1 million 38 thousand and 300,accounting for 10.38% of the total national mission.In terms of the relocation of the poor people,the relocation of the Wuling mountain area is higher than the national average in the 14 concentrated serial areas,which is one of the important positions in the implementation of the strategy for the relocation of poverty alleviation in China.2016 is the first year of "13th Five-Year".Since the Wuling mountain area has fully started and implemented the relocation immigration,what is the progress of poverty alleviation throughout the area,and can the task be completed on schedule? What problems or obstacles have been encountered in the implementation of policies,and must be addressed? How can the relocation of the masses feel about the implementation effect of the relocation policy? How did the preferential policies for relocated households leave after 2019,when all areas were lifted from poverty? With the above problems,it is of practical significance to study the relocation of the Wuling mountain area to help the poor and develop the poverty alleviation and promote the coordinated development of the economic and social development of the ethnic areas.Through the analysis of the domestic research literature on the relocation of vulnerable poverty alleviation,it is found that the existing research results have the following limitations: first,the total amount of research results in the "13th Five-Year" period of accurate poverty alleviation and relocation under the background of accurate poverty alleviation is not much,after all,it is an important project of "five one batch" of the national strategy of precision poverty alleviation.One of them began to be carried out on a large scale in 2016,and in the near future there was no special study on the easy relocation of the whole Wuling mountain area.Second,many research achievements were focused on the policy background,macro interpretation and evaluation of the implementation measures,and the case study on the micro level of the individuals of the relocated households was not studied.Third,the case analysis of the relocated households has paid much attention to the changes in the level of production and living material,focusing on the level of hardware,which is better than the digital standard,and describes and divides the mental aspects of the relocation of households,such as the transformation of livelihood activities and the change of living environment,in the spiritual aspects of the change of customs,cultural conflicts,social anxiety and so on.Lack of analysis and humanistic care need to be strengthened.Based on the above analysis,this paper focuses on the study of the easy relief and relocation of the Wuling mountain area,taking into account both the macro and micro perspectives,combing the historical context of the evolution of the poverty alleviation strategy in our country,summarizing the implementation and development process of the easy poverty alleviation and relocation policy,and analyzing the related theories of the easy poverty alleviation and relocation,and from the precision poverty alleviation background Wuling Mountain.There are many aspects such as the current situation,the typical case and the experience and practice,the case interview,the satisfaction evaluation of the policy implementation,the existing problems and the countermeasures and suggestions,and the deep analysis,research and summary of the relocation of the poverty alleviation in Wuling mountain area.The research results will be of reference for relevant departments to introduce policies and measures to further facilitate the relocation and implementation of poverty alleviation,the depth of poverty alleviation and the breadth of benefits.In the research method,this paper focuses on interdisciplinary and interdisciplinary research,and attaches great importance to the integration of empirical analysis and investigation,and the combination of comparative analysis and historical analysis.As an important institutional arrangement in the national poverty alleviation strategy system,it is a serious political task that must be completed in the deadline.It can not only refer to the documents and reports of governments and departments at all levels,in order to avoid the possible conditions of "digital poverty alleviation" and "false poverty alleviation" in the study,it is necessary to observe the truth in the place where the policy takes root,and listen to the aspirations of the masses at the grassroots level.Therefore,in addition to the conventional methods of literature analysis,the most important thing is to study on the spot,to master the specific facts of the policy,to observe the great changes in the relocation of the relocated households,and to compare the changes of the living conditions of the poor households.In order to make the research results more grounded and more credible,this paper has taken the forms of field investigation,conference discussion,questionnaire and individual in-depth interviews,and used the holidays of colleges for 3 years to go to the mountains of Wuling many times.The government's functional departments,such as the development and Reform Commission and the Poverty Alleviation Office,have made a solid foundation for the writing of the paper as far as possible,with a lot of real and rich first-hand investigation materials as far as possible.In the research content,this paper is divided into five parts:The first part,focusing on the historical development of China's poverty alleviation strategy system,including the relocation immigration policy,focuses on the basic connotation,main content and related policy supporting system of the relocation immigration under the background of accurate poverty alleviation.This paper analyzes the policy development process of the relocation immigration policy from the beginning,forming,development to perfection,and introduces relevant international cases and experiences.The second part is the status quo of the promotion of poverty alleviation in wulingshan district in the 13 th five-year plan period.Firstly,this paper expounds the importance of promoting the economic and social development of the wulingshan district in the promotion of poverty alleviation and relocation,and the total scale of poverty alleviation and relocation in the area of the 13 th five-year plan period.Second in Wuling mountain area of hubei,hunan,guizhou and chongqing four subdivision area as the research Angle of view,this paper expounds the wuling mountain area each shard deployment to carry out the overall progress of the important measures for relocation for poverty alleviation,a detailed inventory of each shard area 2016 relocation plan content and the actual completion,this paper introduces the 2017 relocation task analysis of the literature on the effectiveness evaluation of the relocation of vulnerable poverty alleviation,this paper puts forward an evaluation index system based on the multi dimensional poverty perspective and reflects the performance of poverty alleviation and relocation,and carries out a deep and solid investigation,and makes a deep analysis,interpretation and summary of the results of the relocated mass survey questionnaire.The fourth part,enumerates the main problems existing in the current poverty alleviation and relocation of the Wuling mountain area,and how to solve the difficult problems and promote the development of the easy to move the poor to the "steady and rich".On the basis of the comprehensive and thorough grasp of the progress of the relocation of vulnerable poverty alleviation since 13 th Five-Year,8 problems that must be paid attention to and solved are summed up in the light of the results of the field investigation,and then the pertinent countermeasures and suggestions are put forward,and the aim is to improve the relocation of the poverty alleviation.The implementation of quality helps the poor households move more smoothly to achieve "stability and prosperity".The fifth part gives the conclusions of the full text,and puts forward the research prospects for the related policies of the relocation of the poor areas.By 2020,although the Wuling mountain area will be able to remove the cap and get out of poverty in an all-round way,the poverty factors have not been completely eliminated,and the relative poverty exists all the time.The question of the examination,so this is a prospect.Through a comprehensive combing of the implementation of the policy of the poverty alleviation and relocation in Wuling mountain area,combined with the satisfaction survey on the effect of the policy implementation of the relocation households and the evidence of the underlying facts in the field investigation,this paper holds that the work of the poverty alleviation and relocation in Wuling mountain area has achieved "the first battle in 2016 was successful and the work in 2017 showed a good start." The stage effect of "Moving" has been firmly realized and quickly consolidated,and "steady and prosperous" has achieved initial results.However,some problems have been exposed and need to be further dealt with.This paper also gives some countermeasures and suggestions,which is expected to be of reference to the relevant government departments. |
