| EU’s Safeguard the Security of Gas Supply Regulation in 2017 is the important subordinate legislation by European Union on safeguard measures of natural gas supply.“Risk Elevation Principles”is the important composition of this regulation,as well as the latest research consequence of legal fields on facing challenge such as safety of natural gas and energy supply,protection of environment and so on.Its legislative principles are based on the risk prevention principle,global cooperation principle and united principle,addressing the united institution,paying attention to the technical standards,and protecting states’ interests of relative member state,building the risk elevation standards on the safety of natural gas supply.European Union’s“Risk Elevation Principles”not only suggests the legislative trends on the safety of natural gas supply of EU,in a degree but also reflects the developed trends on safeguard measures of clean energy supply in international.However there are some imperfections,for example,the Common energy policy is of rigidity deficiency,do not properly considerate the outer risk.their own native interests still is the basic start of “Risk Elevation Principles”,which brings more challenge to the principle when it is carried out.Our country is a typical country that “lack of oil and gas ”.Starting from 2017 “Chinese natural gas deficiency”has been highlighting day by day,the safety of natural gas supply can’t be guaranteed,the sustainable development of Chinese natural gas and energy should complete the relative laws and regulations,provide legal protection to the safety of clean energy supply.Our country can learn from the inadequavy of EU “Risk Elevation Principles”,and draw on their successful experience.Following the risk prevention principle,global cooperation principle and united principle.Attaching importance to the demonstration before legislation and the connection after legislation.Enhancing the international cooperation,and building the frame of international cooperative principles on safety of natural gas supply. |
